The Existing TIS conditions/volumes do not fail using the HCS analysis either. Per LCUASS Table 4-3 LOS failures of approaches and/or movements at an intersection must be mitigated. The TIS indicates the southbound movement fails LOS in the short term background and total conditions. The project has the responsibility to mitigate the failure and per Table 4-3, also has the responsibility to provide a transportation improvement due to the overall LOS of E at the intersection. FCLUC 3.6.2(B)2006; International Fire Code 503.2.5 and Appendix D The EAE on the north side of Townhome Bldgs. 9 & 10 is 200' in length and terminates in a dead-end. As both of these buildings have a fire sprinkler system, the dead-end without a turn around will be allowed. The 30' wide, EAE on the east side of Bldg. 3 also terminates in a dead-end in excess of 150'. As this drive aisle pertains to aerial fire apparatus access, a turn around is still required. Extending the EAE to loop through this parking lot would resolve this problem. The proposed project should be in the early to mid -design stage for this meeting to be effective and is typically scheduled after the Current Planning conceptual review meeting. Applicants of new commercial or multi -family projects are advised to call 416-2341 to schedule a pre -submittal meeting. Applicants should be prepared to present site plans, floor plans, and elevations and be able to discuss code issues of occupancy, square footage and type of construction being proposed. The City Traffic Engineer and City Engineer were both concerned about the apparent proposal to limit widening of Timberline road to the northern property line. The vegetation north of the access along Timberline Road creates a sight visibility concern that needs to be removed in tandem with the road widening as well as possible grading work to give safer sight visibility for vehicles exiting Rosen Drive onto Timberline Road. Offsite work on the property to the north (in future right-of-way) will be needed as a result. It appears that portions of Buildings 2, 5, 6 ( and technically 4) do not achieve the minimum 9 foot. The utility providers would all need to provide acceptance on not requiring the 9 foot corridor. Note that the construction plans show a proposed dry -stacked 04/10/2013: On the plan and profile sheets, please have the plan view graphically aligned with the profile view in order to following the vertical alignment better. After discussion amongst staff however, there is support in this project not build a receiving ramp on the east side of Timberline Road with the connection of Rosen Drive. No further action is needed and a variance request is not required. Comment Number: 5 Comment Originated: 04/10/2013 04/10/2013: The design of the irrigation line as originally submitted with the formal review is problematic in that it can't be in right-of-way. With subsequent revisions, the running of the imgation line behind the sidewalk outside of right-of-way, needs to be fully outside of right-of-way. The placement of manholes in the sidewalk for instance, will not be allowed. In addition, the crossing of the right-of-way for the irrigation line will need to be at right angles (perpendicular) to the right-of-way and cannot be skewed across the right-of-way as it occurs on the updated drawing. The requirement is to eliminate the placement of private lines in right-of-way, with the potential exception of private line(s) crossing the right-of-way at 90 degree angles and then authorized under an encroachment permit. Further review and comment may result with subsequent designs. The plat will need to reflect all right-of-way being dedicated as being free from irrigation easement encumberances.
