The annexations each meet CRS 31-12-104 that not less than one -sixth of the perimeter of the
area to be annexed is contiguous with the City of Fort Collins. Upon annexation an enclave of
1,781 acres will result (See the attached vicinity map titled "Cathy Fromme & Coyote Ridge
Annexations"). Colorado Revised Statutes (CRS) 31-12-106 dictates the procedure required to
annex unincorporated enclave areas. In addition, CRS allows an enclave to be annexed
through ordinance within a period of not less than three years. All properties being annexed at
this time are intended to remain as natural area, existing road right-of-way and/or existing
landfill property.
The City of Fort Collins and applicable Districts will have no need to extend urban level services
to the site as they will not be developed, but rather remain as natural areas, existing road right-
of-way and/or existing landfill. Law enforcement within the natural areas will be enforced by the
Fort Collins Natural Area Rangers, and the law enforcement within the annexing road right-of-
ways will be served by the Fort Collins Police Department.
Districts providing service in the area to be annexed which must be notified by the City Clerk by
certified mail of the annexation request no later than 25 days before the Public Hearing on the
annexation. The applicable districts are as follows:
• Thompson School District
• Poudre Fire Authority
• Poudre Valley Hospital
• Larimer County Pest Control
• South Fort Collins Sanitation District
• Fort Collins — Loveland Water District
• N. CO Water Conservancy District
• Public Service Company
• Poudre Valley REA, Inc.
There is no anticipated effect upon local -public school district systems as there are no additional
students generated as a result of these annexations.

DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL:
April 19, 2001 and May 1, 2001
The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a
municipality shall prepare an annexation impact report and file a copy of the report with the
Board of County Commissioners governing the area proposed to the annexed. Attached to this
report are the following:
(1) A vicinity map of the proposed Cathy Fromme 1s` and 2nd Natural Area Annexations and also
showing the Coyote Ridge 15` 2nd, 3'd 41h 5`', and 6" Natural Area Annexations.
(2) A map showing the present and proposed boundaries of the City of Fort Collins. The
proposed boundaries of the City of Fort Collins are depicted by the Urban Growth Area
Boundary as agreed to by the Larimer County Board of Commissioners and the Council of
the City of Fort Collins and contained in the INTERGOVERNMENTAL AGREEMENT FOR
THE FORT COLLINS URBAN GROWTH AREA. (See attached map titled "City of Fort
Collins").
(3) A copy of the City of Fort Collins Master Street Plan which depicts the existing and proposed
street classification of all streets within the Fort Collins Urban Growth Area (See attached
map titled "City of Fort Collins Master Street Plan").
(4) A map showing sewer service area boundaries and major sewer interceptors (See attached
map titled "Sewer Service Areas and Major Sewer Interceptors").
(5) A map showing water service area boundaries and major trunk lines (See attached map
titled 'Water District Service Areas").
(6) A map showing the electric service providers (See attached map titled "Service Territories
within UGA Boundary").
This is a series of voluntary annexations and zoning of an area approximately 1,333.5 acres,
located south of the Harmony Road and west of Shields Street. Each annexation area is as
follows:
Cathy Fromme 1st, 81 acres,
Cathy Fromme 2"d, 156 acres,
Coyote Ridge 1 s', 2.5 acres,
Coyote Ridge 2"d, 181 acres,
Coyote Ridge 3`d, 161 acres,
Coyote Ridge 4`h, 192 acres,
Coyote Ridge 51h, 325 acres,
Coyote Ridge 6th, 235 acres.

reading, and May 1, 2001, for second reading.
