The architectural renovation will merge the existing material pallet of brick masonry and
grey metal with modern elements to create an updated and timeless design which fits
into the regional context. The entry will be realigned to face College Ave. and additional
protection from the weather will be added.
It is expected that there will be six to twelve employees on site. It is anticipated that
employees will take advantage of alternative transportation. There will be ample bicycle
parking and there is a bus stop, serving two routes, within 500 feet of the property. The
owners anticipate having spare bicycles for employees and patrons to borrow.
The construction will commence upon issuance of the building permit. There will only be
one phase and public and private improvements will be constructed at the same time.
We believe the Mitsubishi kiosk dealership will be a valuable asset to the community.
This project will provide a new option for car dealerships, making their footprint and
impact much smaller. The proposed design compliments the surrounding commercial
uses and provides much needed updates to a vacant building.

Planning Objectives
The landscape design objective for the Mitsubishi kiosk dealership is to create a retail
environment that reflects the land stewardship Mitsubishi strives for. Located at 2712 S.
College, it is intended to be a kiosk dealership which focuses on electric cars and will
have minimal vehicle inventory. Located on approximately .7 acres of land where the
frontage roads parallel College Ave. south of Drake. The property is zoned General
Commercial (CG). The building is currently vacant and the last use was Aspenglow
Garden Supply. The intent is to renovate the existing building by adding a new fagade
and interior improvements. The metal building which was added several years ago
would be re -used as minor service and repair area. The brick masonry building in front
would serve as the showroom and offices. Since the property is in the TOD overlay
district, a public sidewalk and easement is proposed at the back of curb.
The site will be designed with the pedestrian in mind by adding a sidewalk where none
currently exist. There will be accessible ramps and curb cuts through an existing median
in the drive way. Currently, pedestrians are using the frontage road and private walks at
the face of the buildings. Anticipated streetscape elements include enhanced permeable
paving, seat walls, bike racks, pedestrian lighting, planters, etc. A majority of the
existing lawn will be removed and replaced with native plantings. Overall impervious
area will be reduced through the addition of landscaping. Plant beds near the foundation
will soften the architecture and create variation. There will only be two or three display
cars along College Ave. with the rest of the inventory in the rear where there is an
existing parking lot. By creating a precedent for future renovations along College Ave.
the project will contribute towards a livable, aesthetically pleasing, and environmentally
responsible community.

5. Neighborhood Meeting:
The neighborhood meeting took place on October 25, 2012. Eleven people attended and
had general questions regarding the development. A great amount of the focus was based
on the privately owned access (along the east property line) and what impacts this
proposed use would have on it. The applicant has addressed this concern by screening
their property from the east and utilizing the east/west drive along the north side of the
building as access. Additionally, the attendees were concerned about the recent increase
in crime in the area, to which the applicant suggested that the lights and cameras would
help mitigate such activity.
6. Findings of Fact and Conclusion:
In reviewing the request to change the use from Retail to Vehicle and boat sales and
leasing establishments with outdoor storage, staff makes the following findings of fact:
A. The proposed use, Vehicle and boat sales and leasing establishments with
outdoor storage, is permitted in the General Commercial District (Division
4.21).
B. The Major Amendment complies with applicable district standards of
Division 4.21 of the Land Use Code, General Commercial District.
C. The Major Amendment complies with applicable General Development
Standards and the Transit -Oriented Development Overlay District Standards
contained in Article 3 of the Land Use Code.
RECOMMENDATION:
Staff recommends APPROVAL of the request for:
A Major Amendment to change the use of the property at 2712 South College
Avenue from Retail to Vehicle and boat sales and leasing establishments with
outdoor storage.

C. Division 4.21(E)(2) — Site Design
The area in front of the proposed auto dealership will be displaying
automobiles and providing an expanded sidewalk with sandstone bench
walls to provide a pedestrian -oriented outdoor space as is required in this
section.
4. Compliance with Applicable General Development Standards (Article 3):
A. Section 3.2.1(E) — Landscape Standards
Street trees are required at intervals of 30 — 40 foot spacing. Two street trees are
being provided along the front sidewalk and another two in the rear of the building.
Parking Lots (vehicle use areas including the inventory space in the rear) are
required to be screened along the perimeter and provide 6% interior landscaping.
The proposed plan provides a 6' tall fence along the east property line, adjacent to
the residential properties, and shrubs along the fence and the property line to the
south; trees were not provided on either because there are existing utilities. The
property line to the north was not landscaped for mutual access between parking
lots for both property owners. A total of 6.4% (937 S.F. of 14,679 S.F.) of the interior
of the inventory area is landscaped.
B. Section 3.2.2(K) - Parking
Nonresidential uses are limited to a maximum number of parking spaces (5/1,000
S.F.) and this proposal is providing 2 parking spaces (1 is accessible) and there is
space along the frontage road for another 3 public parking spaces.
C. Section 3.2.4 — Site Lighting
The minimum foot-candle for parking areas is 1.0 and all lights are required to be
concealed and fully shielded. The photometric plan is in compliance with the
minimum light levels and maximum of 10.0 foot candles and the fixtures are fully
shielded. Additionally, the applicant has agreed to reduce light levels by 50% after
10 P.M. in the inventory area adjacent to the residential uses to the east.
D. Section 3.10 — Development Standards for the Transit -Oriented Development
(TOD) Overlay Zone
The proposed facade on the existing building provides high quality material such as
stucco and brick with architectural metal accents (metal panel and aluminum
sunshades). The colors are red brick and grey stucco. These facade features

Background:
Thunderbird Estates Sixth Filing was platted in 1967. Previous uses in the structure at
2712 S. College have been a carpet store and a garden supply store.
2. Context of the Surrounding Area:
The surrounding zoning and land uses are as follows:
N: CG; Commercial
S: CG; Commercial
E: RL; Residential
W: CG; Commercial
The subject property shares a property line to the east with the Harvard Townhomes and
their privately owned access drive.
3. Compliance with Applicable Standards of Division 4.21 of General
Commercial (CG) District:
The purpose of the CG District is as follows (Div. 4.21):
(A) Purpose. The General Commercial District is intended to be a setting for development,
redevelopment and infill of a wide range of community and regional retail uses, offices and
personal and business services. Secondarily, it can accommodate a wide range of other
uses including creative forms of housing.
While some General Commercial District areas may continue to meet the need for auto -
related and other auto -oriented uses, it is the City's intent that the General Commercial
District emphasize safe and convenient personal mobility in many forms, with planning and
design that accommodates pedestrians.
A. Division 4.21(B) — Permitted Uses
"Vehicle and boat sales and leasing establishments with outdoor storage"
are permitted subject to review and approval by the Planning and Zoning
Board.
B. Division 4.21(D) — Land Use Standards
A new building is not proposed with this development. The existing structure
to be re -used is one story with two roof lines at 16' 6" and 22', well under the
4 story maximum height.

PROJECT DESCRIPTION:
This is a request for a change of use from a garden supply store (Retail) to a car
dealership. The proposed change of use changes the character of the property and
therefore must be processed as a Major Amendment. Accordingly, the use is subject to
review and approval by the Planning and Zoning Board per the requirements of approval
for Vehicle Sales in the General Commercial (CG) District. The site is also in the Transit -
Oriented Development (TOD) Overlay District.
The proposal for vehicle sales in a 6,702 S.F. building on a 0.7 acre lot located at 2712
South College Ave. is to apply a new fagade of brick, stucco, metal panel, and aluminum
sun shades, create display space in front for 2 - 3 vehicles (with more display inside the
building), create inventory space in back for 30 vehicles. The inventory space will be
screened from the residential property to the east by a fence and shrubs, and the lights in
the display space will be reduced by 50% each evening at 10 P.M.

EXECUTIVE SUMMARY:
The request has been reviewed and found by staff to be in compliance with the applicable
required findings for a Major Amendment for Vehicle Sales (Section 2.2.10(B), General
