CONCLUSIONS/RECOMMENDATIONS This study assessed the impacts of the Fort Collins Utilities Block 32 development on the short range (2019) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: • The development of the Fort Collins Utilities Block 32 site is feasible from a traffic engineering standpoint. At full development, the Fort Collins Utilities Block 32 site will generate approximately 920 daily weekday trip ends, 73 morning peak hour trip ends, and 95 afternoon peak hour trip. Calculation forms for these analyses are provided in Appendix E. The key intersections operate similar to the background operation with existing control and geometry in the morning and afternoon peak hours Geometry The short range (2019) geometry is shown in Figure 9. The geometry at the analyzed intersections is the existing geometry. Parking Demand The City of Fort Collins requested a parking demand analysis for the Fort Collins Utilities Block 32 site. A compilation of parking generation information contained in Parking Generation, 4th Edition, ITE was used to estimate the parking demand that would occur by the proposed/expected use at this site. Table 5 shows the peak period (9am- 12pm) parking generation for Fort Collins Utilities Block 32. According to the operator of the Fort Collins Utilities Block 32 site, of the 121 employees, 73 already work in downtown Fort Collins at different buildings. With the construction of the Fort Collins Utilities Block 32 building, Howes Street will be restriped to have 72 spaces, which is an increase of 47 spaces that currently exist. In addition to this, there will be 5 parallel spaces for customer traffic on Laporte Avenue, adjacent to the building. It is likely that most customer traffic will utilize on -street parking. It is assumed that most of the employees at the Fort Collins Utilities Block 32 site will utilize the Civic Center Garage for parking. According to data provided by the Civic Center Garage (Appendix F), there are a total of 902 spaces in the parking garage. Based upon an occupied spaces count, the Civic Center Garage had a maximum occupancy of 68% (614 spaces) during the peak period (12pm). That leaves 288 spaces unoccupied. Based upon the parking generation in Table 5, the Civic Center Garage has adequate parking spaces available to accommodate the Fort Collins Utilities Block 32 site parking demand. Pedestrian Level of Service Appendix G shows a map of the area that is within 1320 feet of the Fort Collins Utilities Block 32 site. The Fort Collins Utilities Block 32 site is located within an area termed as a "activity center," which sets the level of service threshold at LOS B & C for all measured factors. There are four destination areas within 1320 feet of the proposed Fort Collins Utilities Block 32: 1) Civic Center; 2) commercial uses in downtown; 3) the neighborhood to the northwest of the site; and 4) the residential neighborhood to the southwest of the site. Sidewalks exist along all properties within the pedestrian influence area. Figure 5 shows the vehicle trip distribution used for the Fort Collins Utilities Block 32 site. The trip distribution analysis was agreed to in the scoping emails. Background Traffic Projections Figure 6 shows the short range (2019) background peak hour traffic projections at the key intersections. The traffic at the key intersections was increased at a rate of one percent per year for the short range (2019) background traffic forecasts. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Using the trip distribution shown in Figure 5, Figure 7 shows the assignment of the site generated peak hour vehicle traffic. The site generated vehicle traffic was combined with the background traffic to determine the total forecasted vehicle traffic at the key intersections. Figure 8 shows the short range (2019) total peak hour vehicle traffic at the key intersections. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices (MUTCD). The Laporte/Garage Access stop sign controlled intersection does not meet signal warrants. Operation Analysis Operation analyses were performed at the Laporte/Howes, Laporte/Mason, and Laporte/Garage Access intersections. The operation analyses were conducted for the short range analysis, reflecting a year 2019 condition. Using the short range (2019) background peak hour traffic volumes, the key intersections operate as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. PROPOSED DEVELOPMENT The Fort Collins Utilities Block 32 is a proposed government office building of 39,633 square feet. This building is estimated to have 121 employees. Figure 4 shows a site plan of the Fort Collins Utilities Block 32. This building will not have its own parking lot. It is expected that most of the employees in the building will utilize the Civic Center Parking Garage, located in the southeast quadrant of the Laporte/Mason intersection. Customers and some of the employees of the Fort Collins Utilities Block 32 will utilize on -street parking in the area. The City of Fort Collins requested a parking demand analysis, which will be addressed later in this report. The short range analysis (Year 2019) includes development of the Fort Collins Utilities Block 32 site and an appropriate increase in background traffic. This building will be part of a larger Civic Center redevelopment project. The Civic Center redevelopment project will require a comprehensive transportation impact study. Therefore, the long range (2035) analysis was not included in this TIS. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 9th Edition, ITE was used to estimate trips that would be generated by the proposed/expected use at this site. Table 2 shows the daily and peak hour trip generation for Fort Collins Utilities Block 32. Government Office Building (Code 730) has very little data for this land use. Therefore, Government Office Complex (Code 733) was used as the land use for trip generation purposes. The average of the employee and square footage variables was used. Full development of Fort Collins Utilities Block 32 resulted in 920 daily weekday trip ends, 73 morning peak hour trip ends, and 95 afternoon peak hour trip ends. Recent count data at the Laporte/Howes intersection was obtained by the City of Fort Collins in September 2013. Recent count data at the Laporte/Mason and Laporte/Garage Access intersections was obtained in June 2014. Raw count data is provided in Appendix B. Existing Operation The Laporte/Howes, Laporte/Mason, and Laporte/Garage Access intersections were evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The key intersections are currently operating acceptably with existing control and geometry in the morning and afternoon peak hours. The intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual (2010HCM). A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The Fort Collins Utilities Block 32 site is in an area termed "downtown district," which puts the site in the "mixed use district' category. In areas termed "mixed use district," acceptable operation at signalized intersections during the peak hours is defined as level of service E or better for the overall intersection and for any leg or movement. For unsignalized intersections, acceptable operation during the peak hours is defined as level of service F or better for any approach leg for an arterial/collector or arterial/local and level of service C or better for any approach leg for an arterial/arterial, arterial/collector, and collector/local intersection. Pedestrian Facilities There are pedestrian facilities along all streets in this area. Bicycle Facilities Bicycle lanes exist within the cross section of Laporte Avenue, Howes Street, and Mason Street. The Fort Collins Bike Map shows Laporte Avenue, Howes Street, and Mason Street as "streets with bike lanes." Transit Facilities This area is served by transit Routes 5, 8, 9, 14, 18, 81, 91, 92, and the MAX service. EXISTING CONDITIONS The location of the Fort Collins Utilities Block 32 site is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily commercial or institutional (church and government). There are institutional uses surrounding the site. There are commercial uses east of the site. The site is within the Fort Collins Central Business District. Land adjacent to the site is flat (<2% grade) from a traffic operations perspective. Roads The primary streets near the Fort Collins Utilities Block 32 site are Laporte Avenue, Howes Street, and Mason Street. The existing geometry at the key intersections is shown in Figure 2. Laporte Avenue is to the south of (adjacent to) the Fort Collins Utilities Block 32 site. According to the Fort Collins Master Street plan, Laporte Avenue is classified as a four -lane arterial between College Avenue and Wood Street. Adjacent to the site, Laporte Avenue currently has two eastbound through lanes, a center left -turn median lane, and one westbound through lane. At the Laporte/Howes intersection, Laporte Avenue has eastbound and westbound left -turn lanes, two eastbound through lanes, and one westbound through lane. At the Laporte/Mason intersection, Laporte Avenue has eastbound and westbound left -turn lanes, two eastbound through lanes, one westbound through lane, and a westbound right-tum lane. The Laporte/Howes and Laporte/Mason intersections have signal control. The existing speed limit in this area of Laporte Avenue is 30 mph. Howes Street is to the west of (adjacent to) the Fort Collins Utilities Block 32 site. It is classified as a two-lane arterial street according to the Fort Collins Master Street plan. Currently, Howes Street has a two-lane cross section with a center left -turn median lane. At the Laporte/Howes intersection, Howes Street has northbound and southbound left -turn lanes and one through lane in each direction. There is parking on both sides of Howes Street. Mason Street is to the east of the Fort Collins Utilities Block 32 site. It is classified as a two-lane arterial street according to the Fort Collins Master Street plan. Currently, Mason Street has a two-lane cross section. The Burlington Northern Railroad tracks run down the center of Mason Street. INTRODUCTION This intermediate transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed Fort Collins Utilities Block 32. The proposed Fort Collins Utilities Block 32 is located at 222 Laporte Avenue in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project planner (RNL Design) and the Fort Collins Traffic Engineering staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines contained in the "Larimer County Urban Area Street Standards" (LCUASS). Appendix A contains the Transportation Impact Study Base Assumptions form and related attachments for Fort Collins Utilities Block 32.
