conversation the College provided that the additional facilities and parking are being
developed to accomodate current enrollment and overcrowding and would not generate new
traffic. The letter received did not state such planning. Traffic Operations requests a letter that
clearly provides that the campus additions are to accomodate current enrollment and
overcrowding and will not generate new traffic. The letter should provide some enrollment data
providing how the new facilities are planned to accommodate the current enrollment and
overcrowding based upon the expected build -out timeline.

discing or other suitable method, at a rate of at least three (3) cubic yards of soil amendment
per one thousand (1,000) square feet of landscape area.
•A permit must be obtained from the City forester before any trees or shrubs as noted on
this plan are planted, pruned or removed on the public right-of-way. This includes zones
between the sidewalk and curb, medians and other city property. This permit shall approve the
location and species to be planted. Failure to obtain this permit may result in replacing or
relocating trees and a hold on certificate of occupancy.
•Street Trees shall be supplied and planted by the developer using a qualified landscape
contractor.
*The Developer shall replace dead or dying street trees after planting until final inspection

Contact the City the City Forester to conduct a tree survey for information to add to the
landscape plan. The plan should include accurate locations of all existing trees with the intent to
retain, remove or transplant. Each existing tree should be numbered and identified as to
species, size, condition and mitigation. Mitigation would pertain to existing significant trees that
would be removed. The City Forester can provide identification, size measurement and the
number of mitigation trees. Mitigation trees should be sized as follows and can be trees to be
planted as part of this plan:
Shade Trees 3.0 inch caliper
/ Ornamental Trees 2.5 inch caliper
V/ Evergreen trees 8 feet height
The city forester will be contacted to complete a tree survey of the site and an appropriate mitagion plan will be
created.

unmaintained buffer area. Note: FRCC has no control over the ditch company that is responsible for
maintenance of water flows. The ditch company could do vegetation control along the ditch without FRCC

10/30/2013: ECS Update — can the ECS please document the date of the site visit and
comment on whether the Xcel construction staging area would impact the ECS
recommendations or findings? Has the author checked with the FRCC Naturalist program
regarding raptors nest? They may have additional information on this issue.
The ECS visit was completed on September 30, 2013. The Xcel staging area has resulted in disturbance of the
seeded pasture to the south of the ditch, this area will need to be reseeded (by Xcel) to prevent erosion and
weed issues. The staging area is immediately adjacent to the south drainage but has not removed any
vegetation along the drainage.
WCI checked with Barb Patterson (FRCC Teacher) regarding a raptor nest along the south drainage, she said she
has seen red -tail hawks in the area but does not know of a nest. We did another site visit but leaf cover was still
too thick to make a definitive determination of nest presence. We will check again when all leaves have fallen to
determine if there is an existing raptor nest present. If a nest is present WCI will take photos and describe and
photograph the nest (activity, likely species, GPS location). If an active nest is present FRCC would follow
Colorado Division of Parks and Wildlife Recommendations for an appropriate construction window/buffer to
protect the nest during the construction period

The wetland impacts would be limited to the north drainage for the 2 road crossings. At this time it is not
known if the wetlands along the drainage are jurisdictional. Impacts would be very small (likely less than 0.006
acres). If an ACOE permit is required it would be a Nationwide Permit with no requirements for mitigation
(because impacts would be less than 0.1 acres).
If an ACOE permit is required a copy of the permit will be provided to the City of Fort Collins.

area as well. Between the parking lot and 15' maintenance area, please increase the buffering
between the parking lot and the ditch through increased trees and shrubs.
-Also, it is difficult to assess which species are which from the submitted landscape plan — are
there native plants proposed or exotic species within the buffer zone?
-Are there trees within the proposed detention area that can be preserved? What is the seed
mix proposed for this area?
The top of bank of the ditch will be noted. The easement for maintenance for the ditch company will be noted.
/ Additional landscaping will be shown to bugger between the ditch and the edge of the parking lot. The
JClarendon Hills HOA Architectural Control Committee has requested more detailed landscaping plans, we will
provide these revised plans to the city and these plans will help clarify the proposed species of plantings.
Additionally on those plans the seed mix will be noted. FRCC is committed to maintain existing trees that are in
good health and condition throughout the site. The mature trees that are adjacent to the detention pond will
remain.

of the interior area as landscaping. Please provide analysis of your interior landscape area according to this
j section an the following standards (3.2.1(E)(5)(a-c).

that splits the lot running from the southwest corner to northeast. For the completed design we are at 10%

they sidewalks or turf or other? The parking lot needs to be broken up into smaller lots (< 200
spaces) by landscape areas per Sec. 3.2.2(E)(6)(a).
The interiorlandscaae islands will have trees shrubs perennials and ground cover. There will be a large PLD
(porous landscaped detention) area for water quality. We feel this large PLD with its landscaping will break up
the parking lot to be two smaller lots meeting the city's land use code.

Please find, attached with this letter, responses to the comments from our Staff Review of our SPAR
Submittal for the southwest parking lot expansion on the Front Range Community College Campus.
It is with our best intent that we are trying comply or exceed the City of Fort Collins Plan Use Code
with the design of the new parking lot. We hope that the responses to the comments and the
information to follow demonstrate this.
Additionally, per our conversations, the Clarendon Hills HOA Architectural Control Committee has
requested additional information for their review of the southwest parking lot in order to vote on
November i8th. The information that we are providing to the ACC will include revisions to the
Landscape, Civil and Site plans. Front Range will be delivering a packet of information to the ACC on
Monday November 4th and we will get you a courtesy copy of all materials we send to the ACC as
well as duplicate copies of the plans for the SPAR process shortly thereafter
