10/14/2013: Light & Power Engineering (970-221-6700) will need a scalable and dimensioned drawing
(plat) of the site.

10/14/2013: A 15 foot wide utility easement is required along Shields St.

10/14/2013: A portion of the Light & Power electric development fees is based on the area of the lot
and the length of property adjacent to a dedicated City street. Even if no additional power is required,
these charges will apply. Other governmental entities are not exempt from these charges.

10114/2013: A landscape plan showing streetlights along Shields St. was sent to OZ Architecture on
10-14-2013. These lights need to be shown on the landscape plan and street tree locations adjusted
to provide a minimum of 40 feet clearance between the tree and the light standard (15 feet if the tree is
an ornamental type).

10/29/2013: If this was reviewed under City requirements the following comments would apply: The
site disturbs more than 10,000 sq-ft, therefore Erosion and Sediment Control Materials need to be
submitted. The erosion control requirements are in the Stormwater Design Criteria under the
Amendments of Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control Materials Submitted does
not meet requirements. Please submit; Erosion Control Plan, Erosion Control Report, and an Escrow I
Security Calculation. If you need clarification concerning this section, or if there are any questions
please contact Jesse Schlam 970-218-2932 or email @ jschlam@fcgov.com

10/30/2013: The project should be creating a civil construction plan set that would be a City approved
for construction set. This set should ideally encapsulate both the parking lot portion and the building(s)
as part of the next SPAR process. The civil construction set should have grading and any utility
information along with City approval blocks. Any public (City) improvements would have associated
notes and details.

10/30/2013: The grading and drainage plan sheet seems to imply some sort of reworking of curb and
gutter and sidewalk along Shields Street. Please clarify the intent; I'm assuming that the curb and gutter
and sidewalk is to remain.

10/3012013: Lighting — Please extend the photometric plan to the top of the bank or include the buffer
line on the plan set. Please illustrate how there is no lighting spilling over into the buffer zone.

10130/2013: Grading — it is difficult to tell on the grading plan how the natural berm on the south
irrigation canal will be kept in place — can the existing berm be left in place to the maximum extent
feasible?

1013012013: Landscaping -
-Please provide the labeling of top of bank on the north side of the south irrigation ditch;
-If the ditch company needs 15' of space on this side for maintenance, please illustrate that area as
well. Between the parking lot and 15' maintenance area, please increase the buffering between the
parking lot and the ditch through increased trees and shrubs.
-Also, it is difficult to assess which species are which from the submitted landscape plan — are there
native plants proposed or exotic species within the buffer zone?
-Are there trees within the proposed detention area that can be preserved? What is the seed mix
proposed for this area?

10/30/2013: Tree Maintenance - The majority of the value of the wildlife corridor is in the large, mature
trees and woody debris that is left on the site. As FRCC maintains the trees in this area, can woody
debris be left on the site? In addition, can FRCC work with their naturalist program to ensure that tree
maintenance does not affect nesting species?

10/30/2013: ECS Update — can the ECS please document the date of the site visit and comment on
whether the Xcel construction staging area would impact the ECS recommendations or findings? Has
the author checked with the FRCC Naturalist program regarding raptor's nest? They may have
additional information on this issue.

10/30/2013: Plan sheet SP1.1 notes that the total land area is 9.4. acres; what area is this describing? It
also notes that 395 parking spaces are proposed but the narrative says 415, which is correct? Please
revise accordingly.

10/2912013: According to Section 3.2.1(E)(5) of the Land Use Code (LUC), the parking lot needs to
provide 10% of the interior area as landscaping. Please provide analysis of your interior landscape
area according to this section an the following standards (3.2.1(E)(5)(a-c).

10/29/2013: It is unclear what material is being proposed in the interior landscape islands, are they
sidewalks or turf or other? The parking lot needs to be broken up into smaller lots (< 200 spaces) by
landscape areas per Sec. 3.2.2(E)(6)(a).

10/2912013: It is unclear how much the light spills off the site because the footcandles are absent at
about 10' from the edge of the parking lot.
