The area identified as #2 on the Poudre Valley Motors PUD must provide a redesign of the area, with appropriate curb & gutter, landscaped islands, and a public access easement. Due to a significant grade differential, there is necessary regrading work to be done between the Poudre Valley Motors PUD and the Mourning Subdivision PUD. This work will be triggered by a submittal of the "Future PDP" (as shown on the attached Access Plan) and/or any other changes to the Poudre Valley Motors PUD other than covered by Minor Amendment #1. 3. The area identified as #3 on the Mourning Subdivision PUD site, south of Poudre Valley Motors PUD and west of the 15` Bank site, must provide the necessary regrading between the sites (there is approximately a 2' grade/elevation change between the two) and dedicate a public access easement. This work will be triggered by a submittal of the "Future PDP" (as shown, on the attached Access Plan) and/or any other changes to the Poudre Valley Motors PUD other than covered by Minor Amendment #1. B. The area along South College Avenue which is presently the existing frontage road and landscaped parkway must become part of the proposed Dellenbach Subaru PDP that is currently under review. The vacation of the existing frontage road right-of-way should be initiated. concurrent with the PDP review. Once vacated, the area must be dedicated as a utility, drainage, and public access easement. Please have your engineer contact Mark McCallum of the City Engineering Department for assistance in the right-of-way vacation. C. Nothing in the proposed Dellenbach Subaru PDP or the required minor amendments to the Poudre Valley Motors PUD (on the front portion of the site) will trigger improvements to the remaining portion of the site (from approximately the front face of the building back to McClelland Drive). D. City staff is recommending that the proposed drive aisles from the main entry on the existing Poudre Valley Motors PUD, in the display areas closest to South College Avenue, be closed off. E. The City recommends a variance to the State Access Permit to allow the proposed access off of South College Avenue to serve only one property (Dellenbach Motors) temporarily. At the time the "Future PDP" (151 Bank site) redevelops, the access will have to be made to the adjacent properties to the south. The State has final jurisdiction to the variance request; however, the State has not yet responded to the City regarding their position on this matter. 5+i Commu ? Planning and Environmental ' 'vices Current Planning City of Fort Collins May 17, 1999 Carr Bieker The Architects Studio 151 West Mountain Avenue Fort Collins, CO. 80524 Re: Dellenbach Subaru Dear Carr, This letter is in response to a Site Plan titled "Access Plan to the Dellenbach and Adjacent Properties (dated 4/29/99)" that was provided to the City staff for review and comment. This plan shows the Dellenbach Subaru development proposal that was submitted to the City in September, 1998, the existing Poudre Valley Motors PUD (Dellenbach Chevrolet -Olds -Cadillac), the existing Dellenbach parking/storage area at the southeast corner of West Swallow Road and McClelland Drive, and the existing 1" Bank site to the south of the Poudre Valley Motors PUD. The Access Plan proposes physical changes to the existing Dellenbach Dealership site and a change of use, from bank to auto display, on the 151 Bank site. There apparently was a meeting held on April 28`h between yourself and City staff (Mark McCallum, Dave Stringer, Cam McNair, and Eric Bracke), and possibly someone from Dellenbach's, to discuss impacts and implications of this plan. Staff has reviewed the potential changes and additions and would like to offer the following comments: A. Minor Amendments (in blue on the attached Access Plan) to the Poudre Valley Motors PUD and the Mourning Subdivision PUD may be submitted, reviewed, and approved by staff. There are three minor amendments needed in conjunction with proposed development as shown on the proposed Access Plan: 1. All 5 areas identified as #1on the Poudre Valley Motors PUD must provide for new curb & gutter around required landscaped islands and the sidewalks on both sides of the main entry drive, and provide the necessary public access easements. 281 North College Avenue • PC.
