west facade in accordance with Section 3.2.1 [E][2][d].
M. Trees along the lots lines and parking are to be at a maximum of 40 foot

n. The sidewalk from City Park Avenue to the building adjacent to the parking
lot must be 6 feet wide.
o. Enhanced pedestrian crosswalks are needed at the access drives along City
Park Avenue and West Elizabeth Street.
P. Please revise landscape note #8 to reflect that the bond or escrow shall be
for 125% of the landscaping materials and installation.
q. Landscape note #16 states that all existing landscaping is to be removed.
Has the City Forester been contacted to determine to acceptability of these
proposed removals? If removal is allowed, mitigation must be provided in
accordance with Section 3.2.1 [F] of the Land Use Code.
Please specify building colors on the building elevations. Please provide
color samples.
S. Can high-pressure sodium light sources be utilized rather than metal halide?
t. Please specify on the lighting plan that all light fixtures will be sharp cut-off,
down -directional.
U. An additional 17.5 foot of right-of-way dedication is required along West
Elizabeth Street.
V. The first two parking stalls at the entrance from West Elizabeth Street must
be eliminated as there must be a 50 foot setback from the West Elizabeth
right-of-way.
W. _ An additional 5 foot of right-of-way must be dedicated along City Park
Avenue.
X. Please note the locations of transit stops within the area on the Site Plan.
Y. An attached walk with tree grates is suggested on the south side of the
building. This would also address the full tree stocking requirements for the
south side of building.
Z. It appears that the west building elevation may fail to satisfy Section
3.5.3[C][1] of the Land Use Code which states that horizontal masses shall
gallons of water per minute at a residual pressure of 20 psi. Hydrants shall
be of an approved type as defined by the Water Utility and the Poudre Fire
Authority. No commercial building can be greater than 300 feet from a fire
hydrant.
6. The Building Inspections Department stated that a change in use or character of
occupancy of an existing building is allowed if the building is made to comply with
current code requirements for the proposed use and a new certificate of occupancy
is issued by the City of Fort Collins. Subsequent to approval of the project
development plan, building plans detailing how the building will be occupied and
any proposed alterations should be submitted for review and approval by the
Building and Zoning Division.
7. The Current Planning Department offers the following comments:
a. Please add building square footage and proposed land uses within the
building envelope on the Site Plan.
b. Please re -number the sheets of the plan set consecutively.
C. Please change the name of the proposed redevelopment as the current
name implies redevelopment of an entire region and the project will not be
a theater anymore.
d. The Site Plan indicates a proposed total of 22, 257 square feet. However,
the TIS assumes a total of 14,200 square feet. The TIS also lists a bar as
a potential use. This use is not indicated on the Site Plan. Please clarify.
e. Please add vicinity map to the Site Plan.
Please add a Planning Certification and signature block to the Site Plan.
g. Please clarify dimensions on the Site Plan (i.e. some of the sidewalk
dimensions, etc. are not legible).
h. Please provide easements for public sidewalks that are outside of the public
right-of-way.
Full tree stocking is required along the west and south building facades as
per Section 3.2.1 [D][1][c] for the Land Use Code. (Revise this comment to
reflect request for easement from gas station property for a sidewalk and
landscaping area.)
Please add a street tree at the northwest corner of the building along West
Elizabeth Street.
k. Tree species diversity is needed in accordance with Section 3.2.1 [D][3] of the
Land Use Code.

Please show the TCI cable on the utility plans so that TCI can comment with
specific concerns.
3. The Street Oversizing Department stated the following:
a. The Street Oversizing Capital Expansion fee is calculated to be $14,544.00.
This due solely to the additional impacts of the redevelopment. Credit was
given for the existing theater use. However, this fee may be revised as it
does not appear that the square footage assumed in the TIS matches the
square footage information provided on the Site Plan.
b. Right-of-way must be dedicated along West Elizabeth Street to meet the new
arterial street standards. Additional right-of-way also needs to be dedicated
along City Park Avenue.
C. Street oversizing will participate in the cost of sidewalk construction on West
Elizabeth Street and City Park Avenue.
4. Public Service Company stated that any relocation and/or reinforcement of
existing PSC facilities will be at the developer's expense.
5. The Poudre Fire Authority stated the following:
a. Fire apparatus access roads shall be provided for every facility, building or
portion of a building hereafter constructed or moved into or within the
jurisdiction when any portion of the facility or any portion of an exterior wall
of the first story of the building is located more than 150 feet from fire
apparatus access as measured by an approved route around the exterior of
the building or facility. The fire lane shall be visible by painting and signage
and maintained unobstructed. A fire lane plan shall be submitted for
approval prior to installation. Any building not meeting this criteria shall be
fire sprinklered. The building is out of fire access. Therefore, it is required
to be fire sprinklered, regardless of the new occupancy classification (due to
change in occupancy and/or character). Please add a note to the Site Plan
indicating that .the building will be equipped with an automated fire
suppression system..
b. Address numerals shall be visible from the street fronting the property, and
posted with a minimum 6-inch numerals on a contrasting background
(bronze numerals on brown brick is not acceptable).
C. The proposed building exceeds 5,000 square feet for Type V construction
and must be fire contained or fire sprinklered.
d. Fire hydrants are required with a maximum spacing of 600 feet along an
approved roadway. Each hydrant must be capable of delivering 1000

Staff has reviewed your documents for the Campus West Redevelopment, that were
submitted on September 9, 1998, and offers the following comments:
1. The Zoning Department stated the following:
a. Please clarify building dimensions and the relative distances to the property
lines. Some of the dimensions are not legible.
b. Please indicate the total number of parking spaces per row or rather than
numbering the individual parking spaces.
C. Solid fencing is required along the south property line. Please provide a
fence detail.
d. Please provide a detail (elevations) of the trash enclosure(s).
e. Please notify St. Elizabeth Seton Church of the proposed redevelopment of
the Campus West Theater.
f. Please provide bicycle parking at each of the building entrances without
impeding pedestrian circulation.
g. Is the handicap parking space on the northeast end of the building for
temporary drop-off or a permanent space.
h. Please add a tree in the plaza area on west side of the Elizabeth Street
entrance.
i. Please differentiate the proposed additions from the existing building
footprint on the site and landscape plans.
2. TCI of Fort Collins stated that after reviewing the plans for the Campus West
Redevelopment, the utility plans do not show the TCI cables that run along City
Park Avenue. There appears to be a major conflict with the plans in this area.
