The parking lot of this site is existing pavement and no regrading is proposed, so providing
water quality measures on the site is a practical impossibility.
A variance from the requirement of water quality measures, as required by the Land Use
Code, is requested for this site.
Since no regrading is being done on the site, there will be no bare soil exposed, and erosion
control procedures should not be necessary. We will, however, place the standard erosion control
notes on the utility and drainage plan for this project.
The erosion control collateral for this project should be the minimum of $1,000.
Included in this report is a copy of the Old Town plan for this area (Figure 5.4) along with a
copy of the flood frequency elevation discharge for sections in this area (Table 5.1).
Also included are calculations of the stormwater runoff from the site for the 2, 10 and 100
year storms.
A copy of the utility and drainage plan for this project is included in the pocket of this repor. .
This site is very small, and historically has had 100 percent runoff; so the proposed
construction will cause no changes or have no detrimental impact on downstream properties or
drainage facilities.

Dear Basil,
The proposed project at 814-816 South College Avenue consists of adding a second and third
floor to an existing building.
The site is located on the east side of South College Avenue and about 200 feet north of
Locust Street. The property is described as the South 30 feet of Lot 4 and the. North 20 feet of
Lot 5 in block 128 of the City of Fort Collins. The property is 140 feet long from College
Avenue on the west to a 20 foot wide alley on the east. The net area of the site is 7000 square
feet.
The existing site is 100 percent hard surfaced with building roof and asphalt parking lot, and
therefore no onsite detention should be required because there will be no additional hard surface.
The roof drains and parking lots all drain east to the alley. The alley was recently resurfaced with
asphalt, and has an inverted crown. The alley drains south to Locust Street.
The front of the building is set on the east line of College Avenue and there is 25 feet of
existing sidewalk between the building front and the east curb of College Avenue.
The existing parking lot located on the east portion of the property covers about 4400 square
feet. Six percent (approximately 260 square feet) of the existing pavement will be removed for
required landscaping. This additional landscaping will have negligible effect on the site
stormwater runoff quantities.
There is no offsite runoff onto the site, and the site does not cause any runoff onto the sites
adjoining on the north or south. All three of these sites drain to the east to the alley. The site to
the north is an older residence which has been made into a retail shop, but still has quite a bit of
grassed and gravel areas. The -site to the south is a building with several retail shops, and the
entire site is hard surfaced with building or pavement.
The site is located in the Old town Drainage Basin, but it is not located within the 100 year or
500 year floodplain.
