I represent Larry and Beth Howell, owners of the premises located at 814/816 South College
Avenue in Fort Collins. Mr. Howell appreciates your time and attention spent processing his
development application seeking to add four apartments "upstairs" of the existing commercial
building on the subject property. We believe that modifications concerning parking and
landscaping will be necessitated by the development plans, and that is the purpose of this letter.
On behalf of Mr. and Mrs. Howell, I request a modification deleting the required five foot wide
strips of landscaping on the north and south sides of the rear parking area and allowing no fewer
than ten angled parking spaces. This project will beautify South College, will add a desired mix
of uses including the upstairs residential component encouraged by City Plan, result in fewer
angled parking spaces than have existed historically, and provide four additional affordable
housing units for Fort Collins. We believe that the intent and purposes of the Land Use Code and
the Comprehensive Plan will be furthered by this project, and that the modifications are
reasonable and necessary for the project to proceed.
Please let me know if there is a fee associated with this request, and also whether you require
additional information from us at this time. We look forward to learning when the matter will be
scheduled for the Planning and Zoning Board, and would like to know the approximate time

Dear Steve:
Based upon your letter written on November 11, 1998 and the referral
comments we have received, we have made the following changes and
clarifications to the Howell Building documents:
We are requesting a modification to the five foot perimeter landscape
requirement. We are also requesting a modification to the parking lot
layout standards relative to parking stall dimensions. Please refer to letter
enclosed.
1. A detail for the trash enclosure is enclosed per zoning's request.
2. Handicap accessibility is being accommodated through the college
entry on the west side of the building.
3. The upper floor decks have been revised to a 2'-10" encroachment
over the South College Avenue Right -of -Way. A new
encroachment permit has been submitted.
