Box 580 Fort Collins, CO 80522 Dear Leanne: The following is a description of planning objectives that I believe to be consistent with the Fort Collins Land Use Code. The proposed project consists of the addition of four qualified affordable rental apartment units to an existing one story CMU office/restaurant building at 816 South College Avenue. The project is being referred to as the "Howell Building," and was reviewed at Conceptual review as the "Allstate Building." This project originated as an effort to beautify the existing concrete block building and blend the architecture more with the surrounding historical architecture. It has evolved from a simple facelift of the existing building to the addition of two stories which will include the affordable housing. The mixed use character is consistent with the purpose of the CC zoning, which states "Multi -story buildings are encouraged to provide a mix of residential and nonresidential uses." The design is consistent with the "build to lines" of the street scape in this area. The design of the facade is meant to emulate the historic university buildings across College Avenue to the west. I believe that with the use of the Palladian arches, stucco exterior, and colors similar to those of the area, this project will contribute to the uniqueness of this particular zone district, and the community as a whole. Where the side walls of the building are not built up to the adjacent building (and therefore not exposed), the proposed design calls for similar Palladian arches to be built in relief in the stucco. This mimics the window and door openings in walls that would not lend themselves to having actual window openings. The proposed building has three arch features which encroach on the street right-of-way by one foot, and three balconies which encroach on the right-of-way by four feet ten inches, as allowed by the development code. The project will add approximately 7% of the parking lot area in a landscaping island, which will buffer the parking from the alley. There are no wetlands or natural areas in the immediate area.
