The retention pond should be graded and noted as a retention pond. In addition, please size the retention pond for the 100-year stone with zero release and indicate the approximate surface area, volume, and allowable release rate on the plans. RESPONSE: 5. The historic time of concentration has been computed inaccurately. The flow from north to south across the majority of the basin should be considered as overland flow and the flow from west to east in the borrow ditch should be considered as channel/gutter flow. The biggest issue that needs to be addressed is how runoff from this phase will tie in with future phases and how this phase will tie in with the outfall for the entire Storybook Farms site. From conceptual review, it was stated that the ditch company has required double the total retention with a manual release into the canal, so it is possible to discharge runoff into the canal; the ditch company just has to approve it. Landscape Plan was revised as per red line drawings. 16. All plans have been revised by Stewart & Associates. 17. All sheets are submitted at this time. 18. An additional two foot of right of way has been granted along County Road 11. 19. Fire truck access will be provided at the end of Sherwood Forest Court for emergency vehicles. 20. Please see revisions on utility plans. 21. The offsite easement for retention pond has been acquired, it is located on the Northeast corner of the Poudre R-1 Property. 22. See Storm -water Drainage Plan. 23. Native vegetation will be used in the storm water ponds. 24. A revision of the T.I.S. is being done and will be resubmitted. 25. Elco Water District assured the developer that all hydrants could deliver 1,000 gallons of water per minute at a residual pressure of 20 pounds. Address numerals will be 6" numbers place under porch lights with a contrasting background. 6. I met with Doug Martine, with Light and Power Dept. and found that we do have as easement in place along the south side and the west side of the proposed development. Elco Water district indicated they would work with Light and Power Dept. to keep the two utilities separated. Once the electrical plan is completed a clearance of 40 feet for street trees will be observed. 7. Boxelder Sanitation will work out all payback agreements between themselves and the developer. 8. I met with Kenneth Jackson of Police Dispatch. Two street names were changed, Robin Hood Lane was changed to Little John Lane and Marian Court was changed to Maid Marian Court, these changes were approved by Mr. Jackson. 9. Stewart & Associates have made the appropriate changes to storm water utilities, Please see Utility Plan. 10. All engineering red lines have been changed. Please see Utility Plans. 11. The traffic study is being revised to address alternative modes of transportation. The street network for Storybook O.D.P. has been removed from the traffic study and the ground has been sold to the Poudre R-1 School District. The offsite street improvements for this area will be handled by Matt Baker of the Street Oversizing Dept. 12. County Road 11 and Mountain Vista Drive will meet current street standards. 13. The Patio Home Association will handle the snow removal on sidewalk along Little John Lane. 14. I met with Matt Baker, Street Oversizing Dept. and he is handling offsite street improvements. The site data was labeled wrong, our units are actually single family attached units and has been corrected on the site plan. 2. Public Service Company will relocate the existing power lines overhead into the development as needed with no charge to the developer. 3. On the end of Little John Lane we now have a neighborhood park that con- sists of a least one acre. All units located within the Storybook Patio Home P.D.P. are within the 1760 foot boundary. (c.) Section 3.52(E) (1) states that the garages may be side -loaded. Attached or detached with a side entry, provided that the side of the garage facing the street has windows and other detailing that mimic the features of the living portion of the home. The subdivision in the development plan clearly indicates which lots have side -loaded garages and which have front loaded garages. The building elevations that are submitted now are labeled (front, rear, left, right, front -loaded or side loaded). Building elevations for Lots 13, 14, 55 & 56 will be our standard patio home split in half. Phasing will be done on this project with Phase I being the first 46 lots and Phase 11 will consist of 28 lots as requested by Storm -water Drainage Dept. 4. Elco Water District submitted red lined drawings and all changes have been made.
