I represent Windsor Reservoir & Canal Company-(WRCC). WRCC owns the ditch which
runs north and south along the line which would, be• an extension of County Road 9E (Summit
View). This ditch is the outflow ditcli'for No. 8 Reservoir and terminates at the Larimer & Weld
Canal (Eaton Ditch) a little south'of midway between Mountain Vista and Vine Drive.
This developer appeared before the Board of Directors of WRCC a number of months
ago preliminarily asking for their input or attitude relative to draining surface water runoff from
their project into our ditch system. They were told at that time that the ditch was not going to
take any surface water runoff from developed grounds. At that time the ditch was committed to
the Richard's Lake subdivision, and that commitment was worked out satisfactorily and honored.
However, it is the policy of the ditch company (both WRCC and Larimer & Weld Irrigation Co.
(LWRC)) that we are not accepting any more surface water discharge from the development of
lands.
My review of the plans submitted clearly indicates that the surface water runoff from this
subdivision will flow into our ditch. Sheet No. 3 of the. drawings submitted for this project
developed by Stewart & Associates' clearly shows the outflow from the Tract A Holding Pond
basically, running under Little John Lane, and presumably from that point, simply down the ditch
which parallels Mountain Vista Drive, which discharges into our ditch. It is further interesting to
note that this developer contemplates extensive and further expansion of this Holding Pond and
discharge into our ditch by Sheet No. 24, showing future development and a proposed Detention
Pond B. Thus, the water. from Detention Pond A flows into Detention Pond B and ultimately into
