'Of course, I am familiar with this project having dealt with it for some period of time. My focus is the possible receipt of developed stormwater run-off into our ditch or ditches. From prior conversations with the City and the review of these drawings as well as some discussions with Mr. Dick Rutheford of Stewart & Associates, it is my understanding that no water will directly inflow the ditch. The developed stormwater run-off in this project will be retained in a large part by Retention Ponds A and B. A portion of the water will be permitted to flow out of Retention Pond b through an underground pipe system to the east, turning north at the easterly property line and running north to a retention pond of approximately nine (9) acre sized. This retention pond has no direct inflow facility in to our ditch or at least none is shown. We will assume that one does not exist nor is one planned. With these, understandings and under these conditions, the Windsor Reservoir & Canal Company has no further comment or concern with the subdivision development as shown. We re -voice our concerns about development generally in'this area. We believe that any further development of this particular one=quarter (1/4) section of land will necessitate impacting the ditch. A plan and system of developed stormwater runoff is absolutely essential to the further development these areas.
