That, on December 15,1998, at the hour of 6:00 p.m., or as soon thereafter as the matter may come on for hearing in the Council Chambers in the City Hall, 300 LaPorte Avenue, Fort Collins, Colorado, the Fort Collins City Council will hold a public hearing upon the annexation petition for the purpose of finding and determining whether the property proposed to be annexed meets the applicable requirements of Colorado law and is considered eligible for annexation. At such hearing, any persons may appear and present such evidence as they may desire. The City of Fort Collins will make reasonable accommodations for access to City services, programs and activities and will make special communication arrangements for persons with disabilities. The proposed zoning for this annexation is the POL, Public Open Lands Zoning District. The POL, Public Open Lands District is for large publicly -owned parks and open lands which have a community -wide emphasis or other characteristic which warrant inclusion under this separate designation rather than inclusion in an adjoining neighborhood or other District designation. Planning and Zoning Board Hearing The Planning and Zoning Board conducted a public hearing on the annexation and zoning request at its meeting on September 17, 1998. The Board approved the annexation and zoning 4-0, on consent. RECOMMENDATION: 6 Staff recommends adoption of the Resolution. 6 —C) EXECUTIVE SUMMARY: The Arapaho Bend 2nd Annexation and Zoning is approximately 215 acres in size, located on the north of East Harmony Road, south of East Horsetooth Road, west of I-25 and east of County Road 7. The proposed zoning for this annexation is POL-Public Open Lands zone district. The proposed Resolution states that it is the City's intent to annex this property and directs that the published notice required by State law be given of the Council's hearing to consider the needed annexation ordinance. The hearing will be held at the time of First Reading of the annexation and zoning ordinances on December 15, 1998. Not less than thirty days prior published notice is required by State law. APPLICANT: City of Fort Collins OMINERS: City of Fort Collins BACKGROUND: The Arapaho Bend 2nd Annexation and Zoning is approximately 215 acres in size, located on the north of East Harmony Road, south of East Horsetooth Road, west of I-25 and east of County Road 7. The proposed zoning for this annexation is POL-Public Open Lands zone district. The City of Fort Collins is actively pursuing annexation of any City -owned property that is eligible for annexation. This is a voluntary annexation, located within the Urban Growth Area of the City of Fort Collins. The City may annex property located within the Urban Growth Area Boundary, provided that the property has contiguity with the existing City boundary. The proposed Arapaho Bend 2nd Annexation and Zoning complies with this requirement. The property has 2,757.06 feet of its total boundary length of 14,191.10 feet (19%) contiguity to existing City limits.
