NOTE: Conflict between vegetation and water Service lines 80 =sts between
Mitchell Drive and parking spaces in the northwest comer of the site. As the final
compliance portion of the project proceeds it is anticipated that the north/ south
water service lines will move from their present location east under the parking
areas and away from proposed vegetation.

from the southeast comer of the northern portion of the building
across the entry drive. There are two reasons why a pedestrian
crossing is not planned for this area
1. Pedestrian circulation is impeded by a trash dumpster and
transformer. In addition this is not a direct route to the
Continental MOM
2. A direct route with an enhanced crosswalk is located to the
south on the opposite side of the entryway and beneath the
overhead building connection
12. Street names have been included with the landscape plats

7. One tree has been added to the front of the northerly portion of the building
while two have been added to the front of the southerly portion of the
building. A third tree was not added to the southerly portion of the building
due to conflict with a handicap access ramp.
Note: Comment numbers 8-12 have been addressed by Bud Curtis of Northern
Engineering Services Inc.
8. I discussed this issue in a meeting with Basil Hamdan. This project is
detaining the difference between the 2 year historic flows and the 100 year
developed flows, thereby effectively reducing the peak runoff from the site.
Basil agreed that as long as the above was clearly pointed out in our study,
the downstream storm sewer anabms would not be required
9. A concrete pan has been designed to direct emergency overflows to
Horsetooth road
10. This was revised for Pond B. The actual WQCV should be approximately
0.0269 ac.ft. and we underestimated this vol une to be apptmiinately
0.0231 ac.ft.
11. We have met with the City regarding the design and construction of the
median. Attached is a copy of a letter from Tim Blanford regarding the
median. The design of this median has not been included in the resubmittal
of the Palmer Center because we do not have fieldwork completed, but it is
out intention to provide a design to the City prior to the Hearing on January
28.
12. An access easement will be dedicated on the plat for this project, as well as
an access easement that was included as a part of the plat for the Bank
Project. It is my opinion, as well as Stewarts (who prepared the plat) that an
"access" easement would provide the same rights as a "shared access„
easement
13. From Deans Walters of Northwest United Electric Inc. Two steps wpm
undertaken to bring the Lighting plan into compliance with Section 3.2.4 of
the LUC.

Dear Steve,
We have reviewed staff comments dated December 16, 1998, and Have the

a. The proposed uses for the building are office/ retail.
b. A handicap parking space has been added to accornteodate the
northern portion of the building.
C. Handicap parking spaces have been delineated with upright sign,
symbols on the parking surface and handicap access ramps for
both the northern and southern portions of the building.
d. Building dimensions and distances to the property line have not
been delineated, however, the building envelope and distances to
ire property line have been delineated
C. General note number eight (9) states that the light fixtures will
feature down -directional and sharp cutoff luminaries.
f. One tree has been added to the front of the northerly portion of
the building while two have been added to the front of the
southerly portion of the building. A third tree was not added to
the southerly portion of the building because of conflict with the
handicap access ramp.
g. Building envelope dimensions and distances to the nearest two
property lines have been shown.
