7. Requirements for County Road 9 will be to do a preliminary design to include:
establishing grades to match existing beginning and ending connections, horizontal
alignment, legal description for City to purchase.
8. Road widths for the proposed Collector Roads: Rigden Parkway and Custer Drive will be
to the current City Standards for Collector Roads. Road widths for local streets will be
determined after Traffic Impact Analysis is completed.
9. Bicycle trail will be needed to replace the unsafe commuter route along the existing County
Road 9. It shall be in the most reasonable direct route to the Environmental Learning
Center Trailhead to the Poudre River Trail.
THINGS TO DO/ ISSUES TO BE RESOLVED:
1. Letter of Intent for County Road 9 realignment and City's commitment towards Right -of -
Way purchase and construction. (Scott Griffin will work with Matt Baker)
2. Local Street and Alley widths and Right -of -Way requirements — to be determined after
Traffic Impact Analysis. (JSD will work with Traffic Engineer and David Stringer)
3. Agreement with ls` Assembly of God Church for possible cost sharing the design and
construction of Timberline Road. (Dave)
4. Agreement with 1" Assembly of God Church for aligning the vehicular connections to
match our proposed locations. (Dave)
5. Approval of Bicycle trail locations on site and their connections to off -site amenities. (JSD
will work with Kathleen Reavis)
6. Possible future Transit Center locations. (JSD will work with Transfort)
7. Approval of Construction Phasing. (Development Team will work with City Staff)

PURPOSE OF MEETING:
Resolve Transportation issues raised at the Conceptual Review II meeting on September 30,
1998.
PERSONS PRESENT:
City Staff: Bob Blanchard, Tom Vosberg, Kathleen Reavis, Matt Baker, Karen McWilliams,
David Stringer, Eric Bracke, Tim Blanford, and Sherry Wamhoff.
Development Team: Scott Griffin, Patricia Kroetch, Fred Croci, Dave Pietenpol, Vaughn
Furness and Jim Sell.

KEY ITEMS DISCUSSED/ISSUSE RESOLVED:
1. County Road 9 will be routed through Rigden Farm with an appropriate radius for a Minor
Arterial Road. Developer will be required to pay for the equivalent of 'h of the Local
Street Standard improvements. Matt Baker said that the City will purchase the required
Right -of Way from the developer of Rigden Farm and will cover the remaining cost of the
realignment.
2. The fate of the existing County Road 9 shall be the responsibility of the City.
3. The decision was made that Rigden Parkway will stay in the location proposed. City staff
will support a future Collector Road, from the north, to be offset from Rigden Parkway
and County Road 9. This will save the Historic Barn located north of Drake Road and
Rigden Parkway.
4. A Traffic Impact Analysis will be required to fully determine the required improvements of
the existing roads and intersections.
5. The intersection of Timberline and Drake Roads is believed to be at capacity now. The
developers of Rigden Farm will be required to design and construct Timberline to 4 lanes
from Vermont Street on the south, through a full intersection to the north. Improvements
will be required for a full intersection plus the transitions to the existing roads, which is
approximately 600' - 1000' in all directions. The City will reimburse the developers a
portion of the design and construction costs, as required by the Street Oversizing Program.
It may be possible to cost share a portion of the design and construction costs with the
developers of the I" Assembly of God Church.
6. Requirements for Drake Road improvements will be determined after Traffic Impact
Analysis. It was discussed that the developer only improve Drake at Rigden Parkway with
