B anclrar -Re: Rigden Farms �`Page 2 I will be coordinating the Rigden Farms project at least for a while since Leanne is leaving and I think you all are the key folks for an additional meeting they would like to have to review current ideas to make sure there are no current deal killers. I would like to arrange next Wednesday's development review schedule so that their team can come in at 10:30 to meet with us. My list for the Wednesday meeting shows 4 projects to review, 2 of which are Ridgewood Hills so if we focus, we should be done. If 10:30 doesn't work for everyone, how about 2:00 Wednesday afternoon? Date: 9/28/98 12:08:23 PM Subject: Re: Rigden Farms Basil will be back on Wed. so he will be attending. I will be at the State Stormwater Conference the rest of this week. However Stormwater Staff did meet with Bill Neil, Jim Sell, Tricia Kroetch and Gary Nordic last Wed. (9-23) and we did have some fairly major concerns that they were glad to hear about early in their design. - One concern was the volume displacement of the floodplain within existing easements purchased by Stormwater during the Rigden Channel project. At that time CSU planned to mine the area (and it would never be developed) so we agreed that the floodplain easement could be modified if they proved it still worked. It is a little harder to do that development. - Another issue was the street alignment that crossed a few hundred feet from a crossing that is sized for the 100 year flow of the Rigden Channel. - There are concerns of the number of crossings of the Rigden Channel and the Fossil Creek inlet ditch. - They also discussed different alignments for County Rd. 9 that could impact both the channel and the inlet ditch. One of which actually minimized crossings but they indicated that decision was up to Matt Baker. One alignment was really bad since in crossing just downstream of the confluence of the Rigden Channel and the Inlet Ditch. - We had a concern of a possible park/detention/floodplain volume pond being uphill from the outfall. They had already figured out that it would not work so talked of a larger ponding area at the east end of the Rigden Channel. We are OK with changing the eastern end of the channel. It is pretty complicated though with the existing drop structures and embankments that were raised on the Fossil Creek Inlet Ditch. - The timing of storm sewer improvements for North Tributary master planned storm sewer along Drake that crosses their site in the middle of the section. Stormwater plans to build it next year. - One of the cul-de-sac came withing 50 feet of the channel so we asked that it be moved back. - Discussed that they use an existing CSU crossing instead of a new one for another of the Rigden Channel crossings. The existing crossing was located there because of topography so they need to look at it closer. - We discussed no encroachment into the Rigden Channel since it was sized before the revisions that are coming on rainfall. This could mean bridges instead of culvert crossings. - We would also like to work with them on their marketing since this channel is intended to stay natural with no mowing. So thought if their marketing was geared toward that if would save a lot of future discussions. - There is also the High School storm sewer along the southern property line which they showed as a back yard swale. This needs to be a tract and not part of the lots. - They did discuss working with Western Mobile about ponding on the east side of County Road 9 which may be possible but again could be difficult to accomplish. - They mentioned running the Fossil Creek Inlet Ditch through their ponds which could be done but has other implications for the drainage system and water quality. - I feel that Natural Resources needs to consider the wetlands and other natural features such as the bluff itself. It appears the street layout on the bluff could be more respective of the natural topography. What started to be a short reply ended up quite long. Basil was not in the meeting so this will give you an idea of Stormwater comments.
