The Poudre Fire Authority offered the following comments: a) Buildings over 5,000 square feet must be fire sprinklered or fire contained. b) As shown at conceptual, both buildings are out of access and would be required to be fire sprinklered. Please contact Roger Frasco at 221-6570 if you have questions about these comments. 6. The Transportation Department offered the following comments: a) Please provide access from the buildings to the street. b) Please provide bicycle parking for each building. 7. The Current Planning Department offered the following comments: a) As the proposal includes a replat, it cannot be processed as a Minor Amendment and must follow the review procedures for Project Development Plans. Under the new Land Use Code (in effect March 28) you will have to submit a project development plan. The project development plan will generally specify the uses of land, the layout of landscaping, circulation, architectural elevations, and building and preliminary plat. The PDP is more specific than the Preliminary submittals for the LDGS. You may choose to submit the PDP concurrently with the Final Plan as well. As you are combining to separate lots with this proposal, you will need to meets the requirements for PDP with Subdivision. The submittal requirements are attached, and when you are ready to submit, please call Dana Goode at 221-6750 to schedule a submittal meetings. b) An Area of Notification Map is attached. Please contact Leanne Harter at 221-6750 if you have questions about these comments. d) The water conservation standards for landscape and irrigation will apply to the project. The Stormwater Utility offered the following comments: a) The site is located within the Foothills Basin where the new development fee is $6,525/acre and is subject to the runoff coefficient reduction. The site is on inventory grid #7M. b) The standard drainage and erosion control reports and plans are required and they must be prepared by a professional engineer registered in Colorado. c) Water quality needs to be considered and will be a requirement in the new Stormwater Criteria Manual. d) If runoff quality, quantity, or character are changed, leaving the site, an offsite easement is needed. Onsite detention and offsite capacity improvements are options with the appropriate easements. The easements are required with the first submittal of a project development plan. e) Infill projects are the most difficult to accomplish without affecting adjacent properties. Some offsite easements for grading may also be required. Please contact Glen Schlueter at 221-6589 if you have questions about these comments. 3. Light and Power offered the following comments: a) There are facilities located in McClelland. With a site plan, we will be able to coordinate transformer location, assuming you could use the existing utility easements. b) The normal development charges and policies will apply. The Engineering Department offered the following comments: a) The street oversizing fee is $14,583/acre. b) The existing easements can be vacated on the plat or as a separate document. c) Please contact Eric Bracke to set up a scoping meeting for the requirements of the Transportation Impact Study. A full study may not be required and a letter addressing the reduction in traffic volumes 6AMCONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins MEETING DATE: October 20, 1997 ITEM: Proposed Overton Medical Plaza APPLICANT: Todd Lund Wheeler Commercial Property Services 149 West Harvard, #401 Fort Collins, Colorado 80525 LAND USE DATA: Request for replat of n existing lot into two new lots, changing an approved 34,000 square foot, three-story office building into two single -story buildings, each 7,500 square feet. At conceptual review, a comment was bade that the proposal was to be processed as a Minor Amendment. Further review of the proposal has indicated that replats cannot be processed as Minor Amendments. Therefore, a Project Development Plan, subject to the standards of the Land Use Code, must be submitted. COMMENTS: 1. The Zoning Department offered the following comments: a) The property is located in the C-Commercial zone district and it is a Type 1 Review. 2. The Water/Wastewater Utility offered the following comments: a) There is an existing 6" water main in McClelland; a 6" water main in the drive at the southwest side of the site; and an 8" sewer main through the site. b) You must maintain easements for the water and sewer mains located on the site. Easement widths shall be 10 feet each side of water and 15 feet each side of the sewer main. c) Plant Investment Fees and water rights will be due at the time of building permit.
