RESPONSE TIS NARRATIVE: The current Hoffman Mill reclaim site is currently used by 3 City departments, Streets,
Forestry and Natural Areas. The site is used to reclaim/recycle asphalt, concrete, brick, trees & shrubs, among other
materials. Trips are made in for deliveries on an irregular basis, as -needed basis and trips out with both private and City
vehicles, taking recycled materials out to be re -used off -site. The trip ends are variable.
Currently fueling trucks are coming to the site for the Re -fueling of the Operations heavy equipment fueling on at least a
once daily trip, regularly more often. With the proposed fueling tank locations (3 tanks total), and with some seasonal
variations, the fueling tanks would be filled on a bi-monthly basis or less, reducing total trip ends by approx. 75% for
fueling (from daily+ of 24# down to 6 or less). This site will not generate additional trips by the 3 City Departments, as
those trip ends are already existing visits to the site, in fact will see significant reductions. The site will be only used by
only those City departments and would not be a public use facility. All other Departmental vehicles generally fuel at other
City fueling sites, ie. Wood Street or at private commercial gas stations, throughout the City. This will drastically reduce
total trip ends by Natural Areas department specifically, as they are located immediately east of the site and currently drive
by this new location. A primary Goal of the City is total Carbon Footprint reduction, which would include vehicle emissions
by trip end reductions, this new fueling site will have only positive impacts to that NET GOAL.

I had added a comment to the Minor Amendment but resolved it so I don't think the comment made it to the letter you received.
Here is the comment from the MA:
06/28/2018: Traffic Operations has no further comments on the Fuel Site, it sounds like overall trips will actually be reduced and
the site will only be used by City Staff.
In the original Concept Review comments Traffic Operations was looking for more information to determine what level of study
would be needed. At this point a brief narrative for the record describing the anticipated number of (city) vehicles using the facility
compared to the existing trips would be sufficient. Give me a call if you want to discuss further.

RESPONSE: The piped runoff to the sand filter is from the spill control structure (SPC). There is minimal surface area beyond the
SPC that is captured from the concrete channel and trench drain, limited to the approximate area of the channel and trench drain.
The SPC itself acts as a sediment trap with the outlet pipe sifting 2' above the structure invert.
Please provide a protection for the sand filter during construction and specify
that the sand filter will be installed near the conclusion of construction activities
on the site.
RESPONSE: Sediment control logs are proposed around the sand filter to protect during construction. The note has been added
directing contractor to construct sand filter when construction activities are complete.
The establishment of the non -irrigated turf for the sand filter and for
the length of the swale going from the proposed Sand Filter to the downstream
water quality Structure will be extremely difficult in this environment. A temporary
irrigation system until seed establishment may be necessary. COMMENTS NOTED,
NATURAL AREAS DEPARTMENT STAFF HAVE ACCESS TO WATERING EQUIPMENT AND WILL BE
RESPONSIBLE FOR MAINTAINING ALL NEW PLANT MATERIALS.
The landscape plan for the sand filter area is proposing the installation of
ornamental trees. These will be OK if placed along the banks of the sand filter
but not at the bottom of it since these could interfere with the filtering capacity of
the device and may not survive given the high infiltration rates of the sand.

There appears to be no update in the provided documents regarding the output
of the hydrants therefore this comment remains open until resolved.
07/01/2018: WATER SUPPLY
A hydrant is required within 300' of the facility. There is an existing hydrant
located at approximately 430' to the west. The preferred option to resolve this
condition will be to connect the two, dead-end water mains and provide a
hydrant within this section. If this approach is not feasible, the fire marshal may
approve the existing condition if the project team can verify that existing
hydrants in the area will provide minimum flow requirements of 1500 gpm at 20
psi residual pressure.
RESPONSE: The minimum fire flow requirements are provided with the existing hydrant west of the site.

on the landscape plans. City Forestry will not approve these species to be
planted at Hoffman Mill. Please use 2 other canopy shade tree species on the
plans such as Bur Oak and Kentucky Coffeetree. Please space trees 30-40 feet apart.
