Tom was calling to inform me that the bid documents for the Visitors Center will be on the street on December 4, 1998. Although that sounds like good news, it's not.. Tom went on to tell me that they (CSU) know that a "few" problems remain with the plans in the City's eyes. Bob Blanchard and his staff are finalizing the comments back to CSU from their October 7th submittal. One example that Tom cited was the fact that their plan calls for a gravel parking lot which I believe is unacceptable to the City. Despite being fairly frustrated with CSU's ongoing response to this project I remained calm; reminding Tom that I had, from the beginning of the project nearly 3 years ago, been stressing the importance of complying with, and including the City's requirements in the planning. Here we are three years later, with a set of plans that will be issued in a month, that are incomplete in this regard. CSU will then open the bids, and be ready to say... ok, let's go! and the City won't be able to transfer our $300,000 share of the previous $1.4 million estimate to build the Center because if we do we open the City to strong criticism for not building an environmentally -compliant.. Environmental Learning & Visitors Center. From the detail of the CSU submission I believe they still need to move the parking lot in accordance with buffering standards, need to incorporate improvements to Prospect Rd., need to address the parking lot (beyond a gravel treatment), dedicate necessary ROW, and other elements. I have no idea what the additional price -tag will be for meeting the City's requirements, but I know it's not in the project budget at this point. Until CSU includes those elements in the Plan we won't be able to determine the cost, and if the project is bid without this information we won't know the cost. Without this information the project WILL flounder because the money won't be there, and we (City, CSU, and State Parks) will have lost the opportunity to at least consider the added costs, and ask.. do we all want to put more money into the project. I'd suggest that you place a call to Gerry Bomotti to share your concerns with him; if CSU is not willing to address the City's requirements on City land (parking lot), or for CSU's 5-acre site to enable the City's money to be involved, I'd suggest that we make the tough decision to not be involved, and not allow the parking lot to be built on City land. Once more.. I feel that I can't overstate how often and directly I stated at the outset that the project would have to pay all fees, and address all City standards; I have many who recall my doing so... including CSU personnel.
