Aerometric Information Retrieval System (AIRS)
AIRS is the national repositoryfor information about airborne pollution in the Untied States. Contained in the database is facility
permit information, emissions and compliance data on pollution point sources, measurements of ambient concentrations of air
pollutants, and estimates of area -wide emissions from various sources.
Site Enforcement Tracking System (SETSIPRP)
This database tracks individuals, businesses, municipalities, and other entities that have been identyied as being potentially liable to
fund or repay environmental cleanup costs.
Civil Enforcement Docket (DOCKET)
The Enforcement Docket trads information on civil judicial enforcement cases for all environmental statutes.
STATE INFORMATION SYSTEMS:
State Superfund/Cleanup Sites (SI-)
Each State has the right to assemble and maintain a list of State designated -hazardous waste cleanup sites. Some states use the EPA
CERCZIS as their reporting system, other states have a unique database independent of the EPA sites.

i These are the state equivalents of the Federal CERCZIS records. They are aompenduims of sites whidt are being investigated as

Registered Underground Storage Tanks (RUST)
T he state information system trades the brown and permitted registered underground storage tanks. The majority of these sites involve

National Priorities List (NPL)
This is a record of CERCLA sites which are considered to pose an immediate threat to human health and the environment. this
conclusion is reached by the EPA based on the Hazards Ranking Scoring System (HRS), which have scored a 285 or higher, and for
which a remedial investigation and feasibility study will be performed.
1 Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)
CERCLIS is the Superfund database which contains information on all aspects ofhazardous waste sitesfrom initial discovery to listing
on the National Priorities List. Information includes an inventory ofsites, planned and actual site activities and financial infatnation.
f . Superfund Amendments and Reauthorization Act (SARAITRIS)
The Toxic Release Inventory contains information from facilities on the amounts of over 300 listed toxic chemicals that the facilities
release directly to air, water or land, or that are transported off -site. Included are facility data, substance ident fication,
environmental chemical release, off -site waste transfer, and waste treatment/minimization information.
Emergency Response Notifcation System (ERNS)
ERNS tracks the initial notification of reported oil and hazardous waste spills. The database contains marry types of information
regarding releaser of oil and hazardous substances, including the following: discharger information, date of release, material and
amount released, incident location, response action taken, etc.
I Resource Conservation and Recovery Act (RCRA)
RCRIS is the national system for tracking of events and activities related to facilities which generate, transport, and treat, store, or
dispose of hazardous waste. This data set includes handler identication, permit application status, compliance monitoring and
enforcement sensitive information.

1 Facility Index System (FINDS)
FINDS is an inventory of information on facilities regulated/tracked by EPA programs. It was developed to support cross -media
analyses as well as regulatory and enforcement actions by pointing to other EPA databases that regulate or track a facility. All
facilities that have received an EPA ID number should be in the FINDS database.
National Compliance Data Base (TSCAIFIFRA)
Formerly FIFRA and TSCA Enforcement System (FATES), now information is housed on a regional level as the FIFRA 7SC4 Tracking
. System (FM), and Section Seven Tracking System (SSTs), described below. The NCDB tracks facility information, inspections,
actions, cases, etc... This information is a compliance tracking database supporting the Toxic Substances Control Act.
Permit Compliance System (PCS)
PCS supports the National Pollution Discharge Elimination System under the Clean Water Act. Each permit record contains
information which identifies and describes the facility, specifies the pollutant discharges limits, records the actual amounts of pollutants
measured in wastewater discharges, and tracks compliance schedules and violations.
Federal Reporting Data System (FRDS)
This includes information on the Public Water Systems (PWS), including identification information, noncompliance related tiahcr,
violations of the Safe Drinking Water Act (SD WA). enforcement actions, identification of significant non -compilers, and information
on variances, exemptions, and waivers.

Power & Equipment Co., 1926 Southeast Frontage Road. The regulatory
agency status of the Case Power site is "closed'; the site has been granted
a "No Further Action" letter from CDPHE for the leaking UST incident. There
(' are no RCRA violation flags noted for the site.
Based on SEC's estimate of south/southeasterly groundwater flow direction,
the facility is located downgradient from the subject site. Because of the
downgradient location and information on file at the Larimer County Health
Department, it is SEC's opinion that the potential for this site to
environmentally impact the subject site is very low.
6. Research of historic use of the property indicates agricultural usage only. No
information was discovered indicating the historic occurrence of environmental
impacts or incidents at the subject site.
7. No registered USTs are located at the site, and no PCB -containing electrical
equipment was identified at the site.
8. No other environmental impacts, incidents or potential sources of contamination
were identified at the subject property.
9. Environmental regulations are in a constant state of change. Consequently,
routine environmental site assessments and/or compliance audits should be
conducted to protect the value of the property.
9.0 ASSESSOR QUALIFICATIONS
SEC has been performing environmental consulting services since 1980. SEC has
provided services to more than 1,400 different clients and has performed over 250
Phase I Environmental Site Assessments. With a staff of over 30 professional engineers,
scientists and technicians, SEC is qualified to perform environmental site assessments.
The following is a list of key SEC personnel and their responsibilities on this project:

Mr. Patterson (registered professional engineer) provided overall project administration
and project review. Mr. Blinderman (M.S. Natural Sciences, M.S. Industrial Science,
registered environmental property assessor and certified asbestos inspector) performed
the records review, site visit, interviews, local governmental official contacts and standard

I 1. The Prospect/1-25 site consists of an approximate five -acre parcel platted from a
larger tract of agricultural land. The site is improved with perimeter fencing on the
north and east and a bermed gravel road that traverses the property from north
to south. Vegetative cover is predominately smooth brome with some crested
wheat on the east side of the site.
The eastern portion of the site is located in the designated flood plain of Boxelder
Creek. The creek traverses the eastern boundary of the site; wetlands are located
in the Boxelder Creek drainage.
2. This assessment has revealed no recognized environmental conditions existing at
the Prospect/1-25 site.
3. The City of Fort Collins Resource Recovery Farm is located to the south and east
of the subject site; sludge from the City's municipal wastewater treatment plants
is land applied at the facility. Based on calculated groundwater flow direction at
the Resource Recovery Farm, the Prospect/1-25 project site is located upgradient
of the Farm; both surface water runoff and groundwater flow direction at the Farm
are away from the subject site. The City plans to close the Farm in the next five
to seven years.
Groundwater monitoring wells have been installed at the Farm; they have been
monitored monthly for nitrates and yearly for heavy metals. Elevated levels of
nitrates were observed shortly after operations commenced at the Farm and
application rates were reduced. Since that time, groundwater data indicate that
concentrations of nitrates and heavy metals are below regulatory standards in
groundwater beneath the Resource Recovery Farm.
Because of the subject site's upgradient location in relation to the Farm and the
record of groundwater monitoring data at the Farm, it is SEC's opinion that the
potential for the Resource Recovery Farm to environmentally impact the subject
site is low.
4. Information obtained from SEC's database search of federal and state
environmental records identified the following:
a. No listings for the Prospect/1-25 site.
b. No federal NPL, ERNS, CERCLA, RCRA Treatment, Storage and Disposal,
state Superfund or state landfill sites discovered in the required search radii.
C. One RCRA Notifier facility listed as advisory only and one CDPHE-
designated Leaking UST site located approximately one-half mile southeast
of the subject site; the two listings are for the same site, which is Case

Mr. Smith stated that the City plans to close the Resource Recovery Farm in the next five
to seven years.
6.2 Property Owners
Mr. Glenn Haas, CSURF, reported to SEC that he interviewed Ms. Viola and Mr. John
Moore, owners of the 18-acre tract from which the subject site was platted. The Moore
family has owned and farmed the 18-acre tract, as well as surrounding land that the City
of Fort Collins condemned for construction of the Resource Recovery Farm, for the past
50 years. They reported that they knew of no historic environmental impacts or incidents
to the subject site or adjacent property.
7.0 HISTORICAL USE INFORMATION
7.1 USGS Topographic Map
Fort Collins Quadrangle, 1960, photorevised 1984
The map indicates that no structures were present at the site during the 1960 to 1984
time period. SEC detected no evidence from the map that could adversely affect the site.
7.2 Historical Aerial Photoaraohs
Aerial photographs were reviewed to provide an historical perspective of the site. The
photographs were obtained from the Larimer County Planning Department and were
photographed in 1978, 1981 and 1987. The photos indicated agricultural land usage; no
indications of buildings or other improvements were observed. SEC detected no
evidence from the photographs that could adversely affect the site.
7.3 Fort Collins Street Directories
No Street Directory information or Sanborne Maps are available for the site, since it lies
outside city boundaries.
8.0 EVALUATION
SEC performed a Phase I Environmental Site Assessment of the Prospect/1-25 site in
conformance with the scope and limitations of ASTM Standard- Practice E 1527-94. Any
exceptions to the Standard Practice are described in section 2.3 of this report.
Based on the findings contained in this report, the following conclusions have been drawn
and opinions and recommendations made:

5.2 Larimer Countv Department of Health and Environment
Mr. Rich Grossmann, hazardous materials manager, reported that except for the
environmental conditions cited in Environmental Database, Inc.'s database search
referenced in section 5.1 and the presence of the City's Resource Recovery Farm, he was

f Larimer County Health Department records for Case Power & Equipment Co. indicate that
the site has been granted a "No Further Action" letter from CDPHE for the leaking UST
incident.
Mr. Ed Schemm, assistant director, instructed SEC to contact the City of Fort Colins
Water and Wastewater Utility regarding environmental information about the City's
Resource Recovery Farm.
6.0 PERSONAL INTERVIEWS
6.1 City of Fort Collins Water and Wastewater Utili
SEC interviewed Mr. Michael Smith, director, City of Fort Collins Water and Wastewater
Utility, and Mr. Chuck Inghram, supervisor, City of Fort Collins Resource Recovery Farm.
They reported that the Prospect/1-25 project site is located upgradient of the Farm; both
surface water runoff and groundwater flow direction at the Farm are not toward the
subject site. Calculated groundwater flow direction at the Farm is in a south/
southwesterly direction, which is away from the subject site.
Sludge from the City's municipal wastewater treatment plants is land applied at the Farm.
Groundwater monitoring wells have been installed at the facility. One well is located
directly adjacent to the southeast corner of the Prospect/1-25 project site; it is the
upgradient/background well for the Resource Recovery Farm. The well is monitored
monthly for nitrates and yearly for heavy metals; except for one elevated selenium value
recorded several years ago, no results exceeding regulatory standards have been
observed at this well. The selenium value is considered to be background; -selenium is
not a problem at the Farm and is not a problem usually associated with land application
of municipal sludge.
Mr. Smith reported that laboratory results of groundwater monitoring wells at the
Resource Recovery Farm indicate that when operations first commenced at the facility,
increases in nitrate concentrations were observed. Application rates were decreased, and
nitrate levels returned to below regulatory standards. Since that time, groundwater data
indicate that concentrations of nitrates and heavy metals are below regulatory standards.

an irrigated grass hay field extends east of the house to the Frontage Road and
a tilled field extends east to 1-25.
b. To the east is the Boxelder Creek drainage, which flows south to its confluence
with the Cache La Poudre River approximately one and one -tenth miles southeast
of the site. The 1-25 Frontage Road parallels the east side of Boxelder Creek. The
City of Fort Collins Resource Recovery Farm separates the Frontage Road from
1-25, located approximately one -quarter mile to the east.
C. To the south and west is the remainder of the 18-acre hay field from which the
subject site was platted. The field extends west for approximately one -tenth mile
where a residence is located; it extends south to a deep excavated ditch, which
separates the field from the City's Resource Recovery Farm lying to the south.
5.0 RECORDS REVIEW
5.1 Standard Federal and State Environmental Record Sources
Environmental Database, Inc. of Littleton, Colorado, conducted a search of standard
federal and state environmental records to obtain information concerning the
Prospect/1-25 site, as well as properties within an additional approximate minimum search
distance, in order to assess the likelihood of migration of hazardous substances or
petroleum products from off -site sources. Environmental Database, Inc.'s findings
identified the following:
a. No listings for the Prospect/1-25 site.
b. No federal NPL, CERCLA, ERNS, RCRA Treatment, Storage and Disposal, RCRA
Violators, state Superfund, landfill or Registered UST sites in the required search
radii.
C. One RCRA Notifier facility listed as advisory only and one CDPHE-designated
Leaking UST site located approximately one-half mile southeast of the subject site;
the two listings are for the same site, which is Case Power & Equipment Co.,
1926 Southeast Frontage Road. The report indicates that the regulatory agency
status of the Case Power site is "closed." There are no RCRA violation flags noted
for the site.

northeast comer survey pin is located near the center of Boxelder Creek, and the
southeast comer pin is located on the east side of Boxelder Creek. The site is bordered
. on the north by East Prospect Road, on the east by the Boxelder Creek drainage and on
r . the south and west by hay fields. Located at an elevation of approximately 4,900 feet
above mean sea level, the site receives an average annual precipitation of 14.79 inches
per year. Surface drainage in the general site vicinity is toward the south; on -site
drainage appears to be toward both the south and east. Groundwater elevation beneath
the site was not determined; SEC estimates its flow direction to be south/southeasterly
i as influenced by surface topography, Boxelder Creek and the Cache La Poudre River,
located at its closest reach approximately one -mile south of the site. Wetlands associated
—� with the Boxelder drainage are located on the subject site. SEC observed no other
i surface impoundments, wetlands, ponds, lagoons or other standing water or pools of
liquid at the site.
j . Information obtained from the City of Fort Collins Stormwater Utility indicates that a
portion of the eastern part of the subject site is located within the designated Boxelder
flood plain. FEMA floodplain maps that indicate the floodplain boundaries are available
-' from the City of Fort Collins Stormwater Utility.
An elevated gravel road enters the site from the south and traverses the eastern portion
of the property in a north/south direction. The road appears to have been installed for
City of Greeley access to its three pipelines located on site just east of the road.
Vegetative cover east of the road and west of the Boxelder drainage consists of a mixture
of smooth brome and several wheat grasses, predominately crested wheat. Smooth
brome covers the entire site area west of the road. The Boxelder drainage contains
typical riparian wetland vegetation.
SEC personnel inspected the site for signs of hazardous waste disposal, such as soil
stains, stressed vegetation or dead animals. The on -site vegetation appeared vigorous
with no obvious barren areas. No signs of hazardous waste disposal were identified, and
no odors were detected.
SEC also inspected the site for storage of regulated materials. No regulated materials
were identified; no drums or unidentified substance containers nor USTs were observed
at the property. No transformers or other potentially PCB -containing apparatus were
observed at the site; overhead power lines traverse the north boundary of the property.
4.2 Off -site Observations and Information
The following observations were made during the site visit and investigation of
surrounding properties:
a. To the north is East Prospect Road; a residence is located on the north side of
East Prospect due north of the subject site. A tilled field lies west of the residence,

.0 SITE DESCRIPTION
The project site consists of an approximate five -acre parcel; it is located adjacent to
( Boxelder Creek, approximately one -quarter mile west of 1-25, on the south side of East
Prospect Road in Fort Collins, Colorado. The geographic location of the site is in the
Northwest '/. of the Northeast '/. of Section 21, Township 7 North, Range 68 West of the
I6th PM, Larimer County, Colorado.
4.0 SITE RECONNAISSANCE
SEC conducted a site reconnaissance to evaluate the existence of recognized
environmental conditions at the property. The site reconnaissance was conducted by
Mr. Robert Blinderman of SEC on May 16, 1995; he was unaccompanied. During the
reconnaissance, SEC made observations as described in this report. The site location
is depicted in Figures 1 and 2. Selected photographs of the site are provided in
Appendix A; all other photographs are on file at SEC's office.
4.1 On -site Observations and Information
The site consists of a relatively level, irregular -shaped parcel platted from an 18-acre tract
of agricultural land. The north and west site boundaries are oriented in true east/west
and north/south directions, respectively; the east and south boundaries are oriented
angularly. The Boxelder Creek drainage traverses the east property boundary; the

was performed. SEC makes no representations as to the condition of the site
subsequent to the time of our investigation.
SEC used reasonable diligence and its professional judgment consistent with industry
standards in order to detect possible contamination at the site. However, no
environmental site assessment can wholly eliminate uncertainty regarding the potential
for environmental conditions in connection with a property. Performance of this Phase I
Environmental Site Assessment is intended to reduce, but not eliminate, uncertainty
regarding the potential for environmental conditions in connection with the property.
Therefore, SEC cannot be held accountable for conditions or information that remained
unknown at the time of this report. In addition, nothing in this report should be construed
as a legal opinion. U legal advice is required, an attorney at law should be consulted.
2.5 Scope of Services
SEC performed the Phase I Environmental Site Assessment in conformance with the
scope and limitations of ASTM Standard Practice E 1527-94. The following tasks were
completed during the investigation:
► Reviewed records to help identify recognized environmental conditions in
connection with the property and area properties.
► Performed a site reconnaissance to attempt to identify recognized environmental
conditions, such as the presence of any hazardous substances or petroleum
products, on the property. The site reconnaissance also included visual
observations of the general type of current uses of properties in the surrounding
areas as observed from public thoroughfares.
► Conducted interviews with persons knowledgeable of the property.
► Contacted local governmental officials to obtain information on environmental
conditions at the property.
► Reviewed at least one standard historical use source to develop a history of the
previous uses or occupancies of the property and surrounding area in order to
identify those uses or occupancies that are likely to have impacted the property.
► Prepared a report of the findings of the site assessment, including SEC's opinion
of the impact of recognized environmental conditions in connection with the
property.

2.0 INTRODUCTION
2.1 Authorization
In May 1995, Ms. Julie Birdsall of CSURF authorized SEC to perform a Phase I
Environmental Site Assessment of an agricultural property located near the southwest
corner of the intersection of 1-25 and East Prospect Road, Fort Collins, Colorado. This
site will be referred to as the "Prospect/1-25 site" in the remainder of this report. CSURF
authorized SEC to perform a Phase I Environmental Site Assessment in conformance with
the scope and limitations of ASTM Standard Practice E 1527-94.
2.2 Purpose
Environmental assessments are conducted to assist in identifying recognized
environmental conditions in connection with a property. "Recognized environmental
conditions" refers to the presence or likely presence of any hazardous substances or
petroleum products on a property under conditions that indicate an existing, past or
material threat of a release of any hazardous substances or petroleum products into
structures on the property or into the ground, groundwater or surface water of the
property.
Phase I Environmental Site Assessments performed in conformance with the scope and
limitations of ASTM Standard Practice E 1527-94 are conducted to permit a user to satisfy
one of the requirements to qualify for the Innocent Landowner Defense to CERCLA
liability, that is, the practices that constitute all appropriate inquiry into the previous
ownership and uses of the property consistent with good commercial or customary
practice as defined in 42 USC 9601(35)(B).
2.3 Exceptions to ASTM Standard Practice E 1527-93
This report contains no known exceptions to the ASTM Standard Practice.
2.4 Limitations
This investigation and the resulting report were prepared for the exclusive use of CSURF.
The use of this report and information contained herein by others in whole or in part is
not authorized without the written mutual consent of CSURF and SEC.
This investigation was performed in conformance with the scope and limitations of ASTM
Standard Practice E 1527-94; it is based strictly upon field observations made by SEC
during the project, information provided by persons interviewed and information
contained in records pertaining to the site. The findings and conclusions drawn from this
environmental assessment are based on conditions observed at the time the assessment

Because of the subject site's upgradient location in relation to the Farm and the
record of groundwater monitoring data at the Farm, it is SEC's opinion that the
potential for the Resource Recovery Farm to environmentally impact the subject
site is low.
4. Information obtained from SEC's database search of federal and state
environmental records identified the following:
a. No listings for the Prospect/1-25 site.
b. No federal National Priorities List (NPL), Emergency Response Notification
System (ERNS), Comprehensive Environmental Response, Compensation
and Liability Act (CERCLA), Resource Conservation and Recovery Act
(RCRA) Treatment, Storage and Disposal, state Superfund or state landfill
sites discovered in the required search radii.
C. One RCRA Notifier facility listed as advisory only and one Colorado
Department of Public Health and Environment (CDPHE)-designated Leaking
Underground Storage Tank (UST) site located approximately one-half mile
southeast of the subject site; the two listings are for the same site, which
is ase Power & Equipment Co., 1926 Southeast Frontage Road. The
regulatory agency status of the Case Power site is "closed'; the site has
been granted a "No Further Action" letter from CDPHE for the leaking UST
incident. There are no RCRA violation flags noted for the site.
Based on SEC's estimate of south/southeasterly groundwater flow direction,
the facility is located downgradient from the subject site. Because of the
downgradient location and information on file at the Larimer County Health
Department, it is SEC's opinion that the potential for this site to
environmentally impact the subject site is very low.
6. Research of historic use of the property indicates agricultural usage only. No
information was discovered indicating the historic occurrence of environmental
impacts or incidents at the subject site.
7. No registered USTs are located at the site, and no polychlorinated biphenyl (PCB) -
containing electrical equipment was identified at the site.
8. No other environmental impacts, incidents or potential sources of contamination
were identified at the subject property.
9. Environmental regulations are in a constant state of change. Consequently,
routine environmental site assessments and/or compliance audits should be
conducted to protect the value of the property.

1.0 SUMMARY
Stewart Environmental Consultants, Inc. (SEC) was retained by Colorado State University
Research Foundation (CSURF) to perform a Phase I Environmental Site Assessment of
an approximate five -acre parcel of agricultural property located near the southwest corner
of the intersection of Interstate Highway 25 (1-25) and East Prospect Road, Fort Collins,
Colorado. The assessment was performed in accordance with ASTM Standard Practice E
1527-94 and included a site reconnaissance, regulatory agency database review,
personal interviews, investigation of surrounding properties and site history review. Any
exceptions to the Standard Practice are described in section 2.3 of this report. The
purpose of the assessment was to identify potential environmental liabilities associated
with the site.
Based on the findings contained in this report, the following conclusions have been drawn
and opinions and recommendations made:
1. The Prospect/1-25 site consists of an approximate five -acre parcel platted from a
larger tract of agricultural land. The site is improved with perimeter fencing on the
north and east and a bermed gravel road that traverses the property from north
to south. Vegetative cover is predominately smooth brome with some crested
wheat on the east side of the site.
The eastern portion of the site is located in the designated flood plain of Boxelder
Creek. The creek traverses the eastern boundary of the site; wetlands are located
in the Boxelder Creek drainage.
2. This assessment has revealed no recognized environmental conditions existing at
the Prospect/1-25 site.
3. The City of Fort Collins Resource Recovery Farm is located to the south and east
of the subject site; sludge from the City's municipal wastewater treatment plants
is land applied at the facility. Based on calculated groundwater flow direction at
the Resource Recovery Farm, the Prospect/1-25 project site is located upgradient
of the Farm; both surface water runoff and groundwater flow direction at the Farm
are away from the subject site. The City plans to close the Farm in the next five
to seven years.
Groundwater monitoring wells have been installed at the Farm; they have been
monitored monthly for nitrates and yearly for heavy metals. Elevated levels of
nitrates were observed shortly after operations commenced at the Farm and
application rates were reduced. Since that time, groundwater data indicate that
concentrations of nitrates and heavy metals are below regulatory standards in
groundwater beneath the Resource Recovery Farm.
