Figure 7 shows the geometry in the area along Prospect Road
under Access Option B. Under this option, the Environmental
Learning/Visitors Center would utilize the south leg of the
Frontage Road. Geometry related to access to the LGT street is not
shown in Figure 7, since this would not be related to the
Environmental Learning/Visitors Center. With this access option,
a westbound left -turn lane would be required on Prospect Road
approaching the Frontage Road. In addition to this improvement,,
the south leg of ,the Frontage Road would need to be paved to a
suitable width, probably a. minimum of 36 feet. In order to access
the site from the Frontage Road, an access road would be built to
the site. This would require a crossing of Boxelder Creek.
Under each of these access options, you indicated a desire to
have direct right-in/right-out access to Prospect Road. This
access would probably be near the west property line of the site.
In my judgment, the biggest advantage to this limited turn access
would be for exiting vehicles returning to I-25. This is
especially true for RV's and buses. As you know, the City is
reluctant to allow limited turn intersections without median
treatments. Since medians can be expensive and will add to the
overall width of Prospect Road, it may be appropriate to request
a right -out only access at this location with a design that will.
not require a median in Prospect Road. If this interests you, we
can explore it further.
It is concluded that acceptable operation can be achieved
under either access option. While I do not have details regarding
costs, it appears that Access Option A may carry with it a lower
cost to this site. This judgment is made in consideration of a
shared improvement program for Prospect Road, and the elimination
of the .need for the westbound left -turn lane on Prospect and the
improvements to the south leg of the Frontage Road and Boxelder
Creek crossing. It assumes that an access easement can be
negotiated with the Moore Family and the access road under Option
A can be built for a reasonable cost.
Visitors Bureau, and Colorado State Parks, with Anderson Mason
Dale; August 1996. Table 2 shows the forecasted trip generation
for this site. These forecasts were developed from the cited
document, conversations with staff of the various participants, and
Trip Generation, 5th Edition, ITE.
Distribution of the generated trips will vary depending upon
the specific uses on site. It is expected that the Environmental
Learning Center and office uses on this site will attract trips
related to population centers in the area. Figure 4 shows this
trip distribution. The Visitors Center and Colorado State Parks
facility are expected to primarily attract vehicles from I-25.
This was estimated to be 80 percent of the entering vehicles for
these uses. It was estimated that 60 percent of the exiting
vehicles from the Fort Collins Convention/Visitors Center would
visit an attraction in Fort Collins and would, therefore, go west.
The remainder would return to I-25. It was estimated that 50
percent of the exiting vehicles from the Colorado State Parks
facility would go west (toward Fort Collins) and the remainder
would return to I-25.
Based upon the above trip distribution assumptions, the
generated trips were assigned to the accesses under the two access
options. Figure 5 shows the short range peak hour traffic under
each access option. The background traffic shown in Figure 5
includes development.of Lots 7 and 8 in the Interstate Land PUD.
Since no specific use is proposed on the LGT property to the north,
this access is only shown as a future street/driveway. Table 3
shows the peak hour operation at the key intersections under the
two access options. Calculation forms are provided in Appendix C.
The key intersections will operate acceptably. Delays to minor
street left turns at stop sign controlled intersections along
arterial streets during peak hours are normal and are generally
accepted by the motoring public. There will be very little delay
during 22-23 hours each day.
Each of the access options have geometric requirements related
to them. It is my understanding that LGT intends to make
improvements along Prospect Road, west of the Frontage Road.
Access Option A takes advantage of these improvements by sharing
in the widening and geometric improvements west of the Frontage
Road. Figure 6 shows the geometry in this area of Prospect Road.
Geometry related to the LGT access is a function of proposed land
uses. Final design should occur later in the decision making
process. This geometry provides adequate left -turn deceleration
and storage on Prospect Road at the Frontage Road intersection
(eastbound) and at the LGT/Site Access intersection (eastbound and
westbound). As discussed with representatives of LGT, both CSU and
LGT could share in the improvements to Prospect Road, west of the
Frontage Road. I believe Sear -Brown Engineers are developing cost
estimates for the necessary improvements. Note that no westbound
left -turn lane is required on Prospect Road, approaching the
Frontage Road.
