Subject: Item #29 - Rigden Farm Rezoning
Couple of questions/requests came up today at Council/Staff lunch regarding this item on Council's
agenda:
a. In the staff presentation for this item, please recap what this is --this deals with zoning and how it
conforms to the structure plan; at this stage, it really is premature to discuss the details of what may or
may not be the development plan.
b. Recap the modifications/conditions that Council included in its decision.
c. Mike Byrne had some questions which I'll pass along verbatim --please prepare a written response for
the "Read Before" packet for tonight:
(1) A discussion item for Tuesday is a zoning change for Bill Neal's property (Rigden Farm?). I believe
this is the first major City Plan project and I was wondering if a few minutes could be spent showing the
site layout and renderings of housing and commercial uses. What does the 5 du/acre look like? Also, Bill
was quoted in the paper as saying that City Plan (specifically the density requirement) runs counter of the
market. Apparently Bill is encountering problems and it would be good to hear them.
On the density requirement-- in the LMN zone --has there been any consideratin of allowing lower/higher
density but scaling impact fees? For instance, if a small parcel in the LMN were developed at 3 du/acre,
charge the standard impact fee plus a multiplier (say fee *5/3). Conversely, if a small parcel were
developed at 7 du/acre charge fee *5/7...
One last thing. Will Smith asked if staff had contacted anyone from Cargill (Loren Debante?) to let them
know something is happening with this property?
