This report is intended as a limited assessment of the environmental conditions associated with the subject site and has been prepared in accordance with generally accepted local assessment practices. No warranties, express or implied, are intended or made. The limitations of this assessment should be recognized as Wheeler Commercial Property Services formulates conclusions on the environmental risks associated with this property. Terracon accepts no responsibility or liability to any person or organization for any claim, for loss or damage (including attorney's fees) caused, or believed to be caused, directly or indirectly by: conditions not revealed by the laboratory analyses performed; failure to perform other chemical analyses or utilize different test methods or equipment; or failure to locate or install additional sample points, test pits, soil borings, or monitoring wells. The behavior of subsurface contaminants is a complex phenomenon involving geochemistry, hydrogeology, and the geotechnical sciences. The analysis and conclusions regarding the potential for subsurface contamination are based upon information cited in this report. This report does not reflect any variations in subsurface stratigraphy, geohydrology, or contaminant concentrations which may occur between sample locations and across the site over time. Actual conditions may vary and may not become evident without further exploration. If variations then appear evident, it will be advised to reevaluate the conclusions of this report. This report has been prepared for the exclusive use of Wheeler Commercial Property Services. No other individual or entity may rely on this report without written permission from Terracon. If written permission is provided, the recipient agrees to be bound by the same contractual terms and conditions agreed to by Terracon and Wheeler Commercial Property Services. Terracon Rigden Farm Limited Phase 11 ESA Terracon Project No. 20997020 January 24, 2000 Page 3 BTEX and TVPH concentrations were not observed above laboratory detection limits in the groundwater sample collected from boring B-1 and B-2. Copies of laboratory data are enclosed in Appendix C. Colorado Risk -Based Corrective Action (RBCA) Tier 1 Risk -Based Screening Levels (Tier 1 RBSLs) for BTEX in subsurface soil are 260 micrograms per kilogram (µg/Kg); 170,000 µg/Kg; 200.000 µg/Kg; and 1,900,000 µg/Kg, respectively. Tier 1 RBSLs for TVPH in subsurface soil are a combined 500 milligrams per kilogram (mg/Kg). Colorado RBCA Tier 1 RBSLs are established by the Colorado Department of Labor and Employment Oil Inspection Section (OIS) for assessment and cleanup of petroleum contamination. Tier 1 RBSLs for BTEX in groundwater are 5; 1,000: 680; and 10,000 µg/L, respectively. 3.0 FINDINGS AND CONCLUSIONS 3.1 Summary of Findings' ■ Terracon completed two (2) soil borings on the subject site on January 6, 2000. ■ One (1) soil sample was collected from each boring at depths of approximately 9-11 feet below site grades. ■ One (1) groundwater sample was collected from each boring. ■ The soil and groundwater samples collected were submitted to a laboratory for BTEX and TVPH analyses. ■ The soil and groundwater samples collected from boring B-1 and B-2 due not appear to been impacted by subsurface petroleum contamination above Colorado RBCA Tier 1 RBSLs. ■ Based on the available data and information, the subsurface soils and groundwater at the subject site does not appear to be impacted by the reported UST on -site. 1 The order of presentation of items in this section generally follows the order of presentation in the previous sections of the report and does not infer any ranking of priority or degree of risk. Terracon Rigden Farm Limited Phase II ESA Terracon Project No. 20997020 January 24, 2000 Page 2 The general site location is depicted on Figure 1 of Appendix A. A Site Vicinity Map is included as Figure 2 in Appendix A which was reproduced from a portion of the United States Geological Survey (USGS) 7.5 minute series topographic map. A Site Location Diagram of the subject site and adjoining properties is included as Figure 3 of Appendix A. 2.1.2 Field Activities On January 6, 2000, Terracon completed two (2) soil borings on the subject site. Due to overhead and underground utilities boring B-1 was completed as close as possible to the reported former UST location in an estimated downgradient position. Boring B-2 was completed northeast, in a position estimated to be downgradient of the approximate location of the former UST on the subject site. The boring locations are shown on Figure 3 included as an attachment to this report. The borings were completed to depths of approximately 16 feet below site grade. Soil samples were collected at five (5) foot intervals and screened on -site with a photoionization detector (PID) using ambient temperature headspace analysis (ATHA). PID readings for the soil samples collected from B-1 and B-2 were not observed above instrument detection limits. One (1) soil sample was collected from each boring for laboratory analysis. The soil samples chosen for laboratory analysis were collected at depths of approximately 9-11 feet below site grade. Soil descriptions for B-1 and B-2 are shown on boring logs in Appendix B. Groundwater was observed in the borings at approximately 12.0 feet below site grades. One (1) groundwater sample was collected from each boring for laboratory analysis. 2.1.3 Analytical Results The soil and groundwater samples were placed on ice and transported under standard Terracon chain -of -custody procedures to Technology Laboratory, Inc. (TLI) in Fort Collins, Colorado. The soil and groundwater samples were analyzed for benzene-toluene- ethylbenzene-xylenes (BTEX) by EPA Method 8020 and total volatile petroleum hydrocarbons (TVPH) analyses by EPA Method 8015 Modified. BTEX and TVPH concentrations were not observed above laboratory detection limits in the soil samples collected from borings B-1 and B-2. LIMITED PHASE II ENVIRONMENTAL SITE ASSESSMENT RIGDEN FARM SEC DRAKE ROAD AND TIMBERLINE ROAD FORT COLLINS, COLORADO Terracon Project No. 20997020 1.0 INTRODUCTION Terracon has completed a Limited Phase II Environmental Site Assessment (Limited Phase II ESA) of the -above -referenced property, referred to hereinafter as the subject site. The subject site is located at the southeast corner of Drake Road and Timberline Road in Fort Collins, Colorado. This work was performed in general compliance with our proposal number 2099249 dated September 30, 1999. The Limited Phase II ESA included the following tasks: • Completion of soil borings and the collection of soil and groundwater samples. The purpose of this Limited Phase II ESA was to accumulate data on subsurface conditions on the subject site. We understand that the client reportedly intends to redevelop the site into a residential development. 2.0 LIMITED PHASE II ESA 2.1.1 Background Terracon performed a Phase I Environmental Site Assessment (Phase I ESA) for the subject site dated September 28, 1998. During the completion of the Phase I ESA, the property occupant, Mr. Calvin Johnson, reported that an underground storage tank (UST) reportedly containing gasoline was located in the driveway area, near the farm house on - site. He indicated that the UST had been installed in approximately 1922, and had been unused since approximately 1948. After the Phase I ESA was complete, Mr. Johnson reported that the UST had been removed sometime in 1999. Mr. Johnson was unable to provide additional information about the UST's removal. As part of the property transfer, Wheeler Commercial Property Services requested that Terracon perform a Limited Phase. II ESA on the subject site to assess whether subsurface contamination may be present on the site from the reported UST.
