the FCRID as implied. County Road 9 shall be raised as part. of it's re -alignment and
shall prevent the floodplain from encroaching on the developed portions of the Rigden
Farm development. This section shall be modified to clarify this concept.
Items 29 and 30: You were to provide Jennifer Zung with additional information
regarding offsite flows that may affect our site. These shall be incorporated into the
report.
Item 33: It was acknowledged that the new Master Plan SWMM run being updated by
Anderson Consulting Engineers must be reviewed and accepted by the City. This model
will be forwarded to JR to be used in our updated models for the ODP as well as the PDP.
However, it was agreed that the ODP would not be held up due to the timing of the
anticipated changes to the Master Plan.
The remaining items shall also be incorporated into the report or clarified prior to being
resubmitted. Pursuant to our discussion, it is our understanding that the concepts presented in
the Drainage Study and clarified in our meeting are acceptable to the City at this time. This will
allow the ODP Study to. move forward to the Planning 4 ZON1NCr with the agreement that the
comments presented will in fact be addressed in the near future.

On behalf of my client, Wheeler Commercial, I would like to thank you again for meeting with
us on March 9, 1999 to discuss the review comments on the ODP Drainage Study. As Scott
Griffin mentioned, we really do appreciate the level of detail that was provided and your
willingness to discuss the issues and entertain options. .
I have listed below our understanding of several of the key issues as referenced in the Project
Comment Sheet dated March 3, 1999. The majority of the comments were either editorial in
nature or self-explanatory and therefore are not covered in this summary.
Item 6: We are aware that there are Master Plan changes forthcoming due to the recently
adopted rainfall changes. We have also met with Donnie Dustin and discussed options in
regard to redirecting the NTSS to ultimately reduce the runoff directed to the FCRID.

Item 8: The impacts of the re -alignment of County Road 9 to the drainage facilities shall
be outlined in the text.
Item 9: Additional information regarding the diversion concept and the anticipated
quantity of runoff to be diverted shall be provided in the ODP Study. It was agreed at the
meeting that the concept of a diversion is acceptable at this level, although adequate
supporting documentation and details will be required with the appropriate PDP Drainage
Study.
Item 10: The percent imperviousness used in the ODP Study are acceptable to the City,
although in some cases they are actually higher than the recommended values.
Item 17: Jennifer Zung in our office has discussed the new guidelines for floodplains
with Marsha Hilmes and portions of these shall be incorporated into the study. A more
detailed explanation shall be provided regarding the impacts to the volume and storage of
the existing floodplain.
