A new EPA regulation requires the City to develop a "risk management plan" for certain chemicals used and stored at the treatment facility. This information will be available to the public. The City is currently studying this new regulation and what must be done to be in compliance. The City will want some type of disclosure statement on the plats for the Rigden Farm development. The wording of that statement has not yet been determined. ■ Revise General Note 5 as follows: The location of lift station and lift station service area to be based upon sanitary sewer needs for the overall area south and east of Rigden. This will be finalized at or before time of applicable PDP submittal. Page 15, first paragraph, first sentence, please explain how no overtopping will be accomplished; is the overtopping due to offsite flows? 27. Page 16, Figure 3.3.2, please explain how the area upstream of the 24" RCP is responding to the proposed project and 3.67" rainfall. There is limited freeboard upstream of CSU drive to Pinecone Apartments; we do not want to flood anyone. 28. Please see the text for further comments. Appendices 29. Appendix C, please modify conveyance elements 153 and 154 so they have an overflow channel associated with the 15" pipe, instead of enlarging the pipes. This would more represent what will be out there. 30. Appendix C, please review and modify the rating curve for pond 15; the rating curve has 8 points, not 7. Also, this rating curve was developed through Extran and appears to have been modified for this analysis. Please provide calculations and documentation for your changing the rating curve. 31. Appendix C, please provide calculations and documentation for diversion element 601. 32. Appendix C, please review and modify the routing of basins 66 and 68.in SWMM. Current City recommended methods include routing flows to the midpoint of the basin through a conveyance element which begins at the midpoint of the basin. It is suggested conveyance element be dissected into several elements to accurately model the system. Please see City personnel to discuss this issue. 33. Appendix C, numerous ponds and pipes extend and surcharge in the SWMM; these should be corrected to provide accurate downstream flows in Rigden Farms. It was understood by the City that the Foothills update currently being conducted by Anderson Consulting Engineers would be utilized for offsite and upstream modeling. Please consult with City personnel. 34. Appendix F, please review and modify the hand written numbers on the graph; they do not appear to coincide with the input data. 35. Appendix F and G, please review and modify the 100-year WSEL summary table location/description column for cross -sections 46.5 and 43.5; they appear to be reversed. Also, please review and modify the low and top elevations; they do not agree with LA HEC-2 input. 36. Appendix F, please label all cross-section drawings; also include cross -sections 35, 35.5, 36, and 48 as drawings - they were not included in the print-out. 37. Appendix F, please provide documentation for the starting WSEL for the 3.67" HEC run. 38. Appendix F and G, please review and modify the contraction and expansion coefficients for cross - sections 41.5, 42, 43, and 48; they should be 0.1 and 0.3 respectively, instead of 0.3 and 0.5. 39. Appendix F and G, please review and modify the contraction and expansion coefficients upstream and downstream for cross-section 37.5; they should be 0.3 and 0.5, instead of 0.1 and 0.3, respectively. 40. Appendix F and G, please provide an explanation for where deck/roadway width and weir coefficients came for cross -sections 37.5, 43.5, and 46.5. 41. Appendix F and G, please provide a before and after proposed project flood inundation map to evaluate and analyze the impacts of the project, levees, and new alignment of County Road 9 on the floodplain. 42. Appendix G, please include the effects of the new alignment of County Road 9 in the proposed HEC- 2 model including Rigden Farm revisions. 43. Appendix G, please label all cross -sections and include cross-section drawing 38. 44. Appendix I, please review and modify the existing condition summary table for 100-year WSEL; the 1995 LA HEC-2 WSELs do not agree with the HEC-2 output. 45. Appendix I and J, please label all drawn cross -sections with the appropriate cross-section number. 46. Appendix I and J, please explain and document the starting water surface elevations for the HEC- RAS runs; the baseline run does not agree with the HEC-2 run and the others should not be the same as the 2.89" run. RigdenODP.doc PROJECT COMMENT SHEET City of Fort Collins Current Planning DATE: February 4, 1999 TO: Stormwater Utility PROJECT: #56-98B Rigden Farm - ODP - Type II (LDGS) All comments must be received by Troy Jones no later than the staff review meeting: Wednesday, March 3, 1999 The City of Fort Collins Water Field Operations and Planning (City) has completed a review of your recent submittal entitled, Overall Drainage Plan for the Rigden Farms O.D.P. It is understood, as the title notes, the submittal is for an Overall Drainage Plan; however, due to the sensitivity and location of the proposed development within the Foothills Basin, and at the request of your company, the City has performed a detailed Master Plan review of your submittal. This was done to help guide the project toward the goals set forth in the Foothills Basin Master Plan and in the criteria currently utilized in the City. Overall the report is well presented with considerable documentation. It is readily apparent that extensive time, effort, and thought went into preparing the report. This effort is greatly appreciated by the City. The following comments are presented for your review and inclusion in the final ODP submittal where appropriate. Text 1. Please have the report signed and sealed by a Professional Engineer. 2. Please provide the SWMM and HEC-RAS files on computer diskette. 3. Page 2, first full paragraph, seventh sentence, please replace "from the Parkwood East detention facility" with "from the Parkwood East and Meadows East detention facilities". Based on this analysis - the access location may need to change or Custer may be a limited movement access. If the location of Custer is modified or the access is not signalized or limited movement the TIS will need to be updated and modified to reflect the design condition. On the ODP Show the connection back to the existing drake that would connect new County Road 9/ Drake to the environmental learning center. Indicate that the streets/access points shown with arrows are potential access points. Show potential connections to the east across the canal to existing CR 9. Show a connection that would be directly across from the southern street that is shown and one that would be north of the Foothills Basin Regional Channel.
