more streets as a single building on the north can only hide parking from Trilby.
A Roundabout is set on the East side of the church to accommodate access to the front of a
future expansion and access for Fire Equipment so no parking can go there.
Parking was kept on one side of the church to use the church as a buffer for the parking.
Parking inset into the hill to the south allows the Church to be prominent above the parking.
We are submitting this request in reply to recent staff comments from that submittal.
JUSTIFICATION
1 Enforcement of the current standards imposes a hardship on the project as the parking needs
to be on the south uphill side of the church.
2 Parking area is set low so it allows the Church to be seen as facing Candlewood
3 The main entry road is from Candlewood and the address of 812 Candlewood reflects that
orientation.
4 The Emergency Access Roads Easements run right by the church entry and act as a Frontage
road.
5 Enforcement of the current standards for the Trilby build to line are impossible to achieve
with the existing 47 feet wide Utility Easement.
6 Proposed design solutions provide a result that is equal to or better than that which would
result by enforcement of the existing Land Use Code.

Modification of Standards Request
Specifically request a Modification of Standard for the following
[1] Dimension of Build to Line on Trilby be increased beyond the ROW easement
[2] Church face fronting on Candlewood to be allowed to be separated by parking area
DISCUSSION
Project was platted and planned for a Medical office complex with 3 buildings set around the
perimeter with an internal area circulation area of parking prior to 2008. When the economy
faltered and the developer failed to get the project financed the land was offered for sale.
Our client purchased the property in 2013 to use it for a solitary church structure. Church client
approached the city for an informal pre-App.
In 2004 we took that concept and created a plan and presented it to the City in a PDR
presentation at around Christmas time and got comments in early 2015. Extensive comments
from that meeting were favorable and we revised the plans to meet the concerns of all the
comments.
Church client began fundraising and by mid 2015 we got a Civil and Landscape Architect on
board and prepared the plans for a PDP/ FDP submittal.
The City of Fort Collins staff remarked that a church on this size acreage would be well sited to
set back a distance from the road within a large landscaped set back from Trilby.
SITE DESIGN ISSUES
The Parking needed to be located uphill from the south face of the church which works for
grading and allows the parking lot to be set lower into the site within a low retaining wall on the
South and West sides.
Landscaping is abundant along both sides of the Parking on the South by Candlewood and on
the West by Autumn Ridge, further shielding the parking from the roads.
Existing Curb cuts from the prior developer for the Emergency Access Road on Candlewood and
on Autumn Ridge were well located to allow most of the parking to be contained within the
borders of the intersecting roads
A 47 feet wide Utility Easement on the north along Trilby would not allow any building to be
located in that area, and grading/access issues made it impractical and unsightly to locate any
parking there.
