The Land Use Code 3.2. 3 Solar Access, Orientation, and Shading requires at least 65 % of the lots less than 15, 000 s. f. in area in single family and two family residential development must conform to the definition of a `solar -oriented lot' in order to preserve the potential for solar energy usage. This Alternative Compliance request is a result of existing topography sloping to the northeast and the Foothills Channel bisecting the site. Rigden Farm proposes to layout the roads to follow the slope orientation of the existing topography and avoid impacting the Foothills Channel Section 3.2.3(E)(2) States, "in reviewing the proposed alternative plan, the decision maker shall take into account whether the design enhances neighborhood continuity and connectivity, fosters non - vehicular access, and preserves existing natural or topographic conditions on the site. In reviewing this Atternative Compliance, please note the following on the proposed plan: 1. enhances neighborhood continuity and connectivity - plans have a modified grid road layout that enhances neighborhood continuity and connectivity, also, the street trees will provide a visual continuity within the neighborhoods; 2. fosters non -vehicular access _ neighborhoods will have sidewalks separated from the streets by a parkway to encourage pedestrian usage, streets have been widened to accommodate bicycle lanes, and there is a proposed off-street pedestrian/bicycle trail system through out the proposed overall project; 3. preserves existing natural or topographic conditions on the site - roads have been layout to preserve the existing slope orientation of the site to the northeast.
