fine, however the LUC state a minimum of a 15' separation. By stating this
separation as 20', you are locking yourself into a stricter standard. (LUC Section
3.2.1[D][2][c])
b. Tracking of density - You will need to keep in mind for future phases of this project
that your density must satisfy both the ODP and the LUC. This means that your
overall minimum density for LMN must be at least 5 units per net acre, and your
overall minimum density for MMN must be at least 8 units per net acre. Because net
density is a level of detail figured at the PDP, and is not known yet at the time of the
ODP, it is at the PDP stage that we must check that any minimum density utilizing
the "netting out" bonuses stays in compliance with Section 3.8.18 of the LUC.
c. Park Planning's comment from the last round of review included a comment that on
the plat, the easement for the trail should be labeled as "access & trail easement." It
appears that this has not yet been changed.
d. The note regarding elevations that you included on the site plan must also be included
on the plat.
e. Staff is still working on the details of our position on the timing and funding of the
trail, and will let you know what we have determined as soon as we have it figured
out.

Staff has reviewed the latest submittal of the Rigden Farms PDP. The following
departments received copies of your submittal, and would like to offer the following
comments:
COMMENTS:
Engineering, Stormwater, Water/Wastewater:
a. You have already received the comment sheets and the redlined plans from these
departments.
Natural Resources:
a. Section 3.4.1 of the LUC has been changed to be less restrictive with regard to your
buffer area. The buffer area that you show on your site and landscape plans is 50',
which is fine based on the new standard, but you are still referring to a 100' average
which is not shown. You are welcome to use the more restrictive standard (which
would require a 100 foot average buffer), however the way you have drawn it, the
buffer is labeled as 100' average / 50' minimum, when in reality, it is just a 50' buffer.
Please remove all reference to the 100' average and label it as a 50' buffer. This note
is sheet LP-4, PDP-4, PDP-6, & PDP-7.
Transportation Planning:
a. The Engineering Department pointed out that Iowa and Illinois are not shown wide
enough. Because these streets are commercial local streets, they need a combined
bike and parking -lane I P wide (See Detail "D-2-e" in the Street Standards manual).
b. To meet the connectivity requirement (LUC 3.6.4) between your PDP and Fort
Collins High School, the construction of the trail must happen as soon as possible
after the Park Planning department obtains the easement through Pinecone
Apartments. The Engineering Department and the Planning Department will work out
the timeline of "as soon as possible," and it will be included in the development
agreement.
