The only areas of the plat that are not supposed to be part of the PDP boundaries are the tracts set aside for future PDP's. f. The "land use data" chart on page 2 of 6 should show total area as well as gross residential area and net residential area. g. I need diagram showing how you figured gross and net density. As shown, I have no way to verify the accuracy of your density calculations. h. Change the name of Colorado Drive because there is already a Colorado Street in Fort Collins. i. Why are the limits of development shown so far beyond the boundaries of this phase? They should be brought in closer to the PDP boundaries. j. See the redlined plans labeled "reviewed by Troy Jones Current Planning" for more detailed comments. We will require at least one round of revisions. Be sure and return all your redlined plans and reports when you resubmit. See the attached Building Inspection comment sheet. 16. Light & Power: a. Subdivision plat needs to include perimeter measurements for each lot and tract. The sheets identified as `subdivision plat' are really a utility plan. b. Landscape plan needs to include a note such as: "Locations of street trees shall be adjusted at time of installation to maintain a minimum of 40 feet clearance to streetlights." c. Developer will need to coordinate removal of existing overhead electric and installation of new underground electric with light and power engineering. 17. Park Planning: a. See the attached comment sheet. 18. Forestry, Police, Advanced Planning, Right of Way Planning, Transfort, Pavement Engineering, Mapping and Drafting, Poudre R1 Schools, and Street Oversizing: a. I'm still waiting on comments from these departments. 19. Current Planning: a. You should not only coordinate with Stormwater about the alignment of Rigden Parkway, but you should also coordinate with Light and Power about how the stormwater project affects their horizontal separation for underground utilities. These two department may not be aware of what the other has planned. b. A general note must be added that says something to the affect of, "all street trees and sidewalks that are not installed during street construction, but are shown on the plans must be secured with an irrevocable letter of credit, performance bond, or escrow account for 125% of the valuation of the materials and installation prior to the submittal of any development application of any tracts included in this plat." I c. Show the buffer zone boundary along the Foothills Channel. d. Change the Label from "Foothills Basin" to "Foothills Channel". 4 g. You will be required to build Rigden Parkway all the way to the plat boundary. h. Because the timing of the Drake Road improvements is not yet specifically determined, it seems unrealistic to assume that all of the traffic will use the new Custer Drive. You must coordinate with Engineering and Traffic Operations about the validity of the traffic numbers with regard to Drake Road during this PDP. i. What is the status now on the Timberline improvement project? This PDP will be affected by the ultamate design of Timberline, and Timberline will be affected by the ultamate design of this PDP. We haven't heard much about the coordination of these two projects. This coordination must be approved by the Engineering Department. Until there is a level of certainty that these projects are completely coordinated, the PDP cannot go to hearing. j. All local streets that you intend to construct in this phase must have names and designs (including the two street stubs south of Custer Drive). k. Detailed Engineering comments will be provided to you as soon as they are available. 8. Zoning: a. See the attached Zoning comment sheet. 9. Natural Resources: a. A detail of the neighborhood center must be shown. The landscape plan is too vague in the neighborhood center. The planting must be specified on the landscape plan. The gardens cannot encroach into the buffer zone. The buffer zone must be native vegitation. b. Define the top of the bank of the Fossil Creek Inlet canal. c. An average of 100' buffer from the edge of canal, not 50'. d. Note #5 on the site plan is incorrect — it states, "The Foothills Basin will have an average 50' wide open space buffer along the north side of the existing boundary." • It should say "average 100' " not "average 50'," • It should say "Foothills Channel" not "Foothills Basin," • It should say "buffer area" not "open space. e. There is a minimum 50' buffer and an average 100' buffer. f.' The 50' minimum buffer has been encroached upon in 3 different areas. g. Only native vegetation should be proposed in the buffer. h. Please provide a detail of grass, shrubs and trees for the buffer area. i. The second paragraph of the Planning Objectives refers to a 50' buffer. Change this to 100'. j. Don't refer to the landscape plan as "preliminary." k. See redlined plans from Natural Resources for more comments. 10. Poudre Fire Authority: a. See the attached Poudre Fire Authority comment sheet. 11. Water Conservation: 3 4. Public Service: a. Needs a 9 foot utility easement adjacent to both sides of all internal streets. b. Needs a 15 foot utility easement adjacent to Timberline and Drake. 5. Streets Department: a. OK 6. Transportation Planning: a. The TIS must address internal traffic counts. b. There are no pedestrian connections internal to the neighborhood center (parking not connected to gardens or to. play areas). The neighborhood center needs an internal system of sidewalks. c. Crosswalks need to be enhanced at the traffic circle. d. A pedestrian and bike connection along Drake connecting Rigden Parkway to the Timberline / Drake intersection is highly recommended. e. Coordinate with Eric Bracke about timing of Drake Improvements, and how it affects this PDP. f. Clarify trail phasing. The foothills channel trail must be built from the regional park at Dakota Ridge all the way along the channel the entire distance where the plat boundaries abut the channel. This requirement is subject to coordination with the Park Planning Department. Their budgeting constraints affect the timing of their ability to contribute their portion to the funding of the project. g. The Transportation comment sheet will be provided to you as soon as I receive a copy. 7. Engineering Department: a. The plat is incomplete: • There are no dimensions for the boundaries, • No curve data (of horizontal layout), b. The TIS doesn't address internal volumes which are needed in order to justify street type designations (ie. collector vs. residential local street vs. commercial local street). c. The stated setbacks requirements are inaccurate: • Rear setbacks - where you specify garages having a zero setback from the alleys, you must provide 8 feet (keep in mind there is a 6 foot utility easement at the rear yard property lines along alley frontages. • Front setbacks — houses have a 15 foot setback, garage doors have a minimum 20 foot setback (there needs to be enough space for a car to park in the driveway). d. You will need to request a variance from the City Engineer to do the traffic circle. e. You have provided no centerline data in the plat or plans. f. No buildings can be placed in portions of lots at intersections that are used for site distance views. Site distance easements must be provided for these areas, and are marked in red on the redlined plans from Engineering. 2 Community Planning and Environmental vices Current Planning City of Fort Collins STAFF REVIEW COMMENTS Vaughn Furness Jim Sell Design 153 W. Mountain Avenue Fort Collins, CO 80524 March 31, 1999 Staff reviewed the Submittal of the Rigden Farms ODP, and would like to offer the following comments: COMMENTS: 1. Water and Sewer Utility Department: a. The Water and Sewer comment sheet will be provided to you as soon as I receive a copy. 2. Stormwater Utility Department: a.. There are some modeling issues that are not fully resolved. There were some incorrect models used to size the pond. b. You don't need to explain water surface source. c. You used the wrong rainfall distribution numbers. d. Use the correct basin acreage on the model. e. The connections on the model are not correct. f. The design of Rigden Parkway will most likely be affected by the northern tributary alignment that is currently being planned by the Stormwater Department. You must be sure to coordinate your design of Rigden Parkway with the Stormwater project. g. The Stormwater comment sheet will be provided to you as soon as I receive a copy. 3. Traffic Operations: a. The TIS does not show enough traffic utilizing Drake Road. The connection to Drake will require improvements. Please have the TIS revised. b. The cost of the traffic signal will be a developer expense (@ S65K). c. This project is probably not ready to move forward. d.
