General note # 17 may not be necessary based on conversations I had with Kevin Melbeck. You can leave it on if you want, but you may not want to restrict the number of bedrooms any more than is required. i. Change planting note #7 to refer to an escrow of 125% of the value of the materials and installation, not 100% as required in Section . 3.2.1(I)(4) of the LUC. j. After talking with Sheri, there are enough issues (with Engineering, Water/Wastewater, and Stormwater) that need to be resolved to need another 2-week round of review. It is my understanding that you will be out of the country from June 14 through July 4. If you resubmit by noon on June 14, we will review it at staff review on June 28t" and formal comments will be available July 5. If we determine it is ready for hearing at staff review, we can schedule it at that point for mid -July hearing. k. Please submit revisions of the following: 5 copies - plat, j 4i copies -utility plans, 5 copies - site plan, 4 copies - landscape plan, 2 copies - revised drainage report, Responses to all comments, All redlined plans. Post Office, Transfort, Street Oversizing, Engineering Pavement: a. These department have reviewed the submittal and have no comments. 6. Transportation Planning, Traffic Operations, Poudre Fire Authority: a. These departments were routed plan revisions, but I have not received any comments from them. As soon as I do, I will pass them along to you. 7. Current Planning: a. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this letter within 90 days or the project application becomes null and void. Your response to the City's concerns is due by August 30, 2000. A 30 day extension to this deadline is available. All requests for an extension should be directed to the Current Planning Director. If remaining issues are those that do not require plan revisions, a status report verifying continuing efforts toward resolving the issues is required within the same timeline. b. Has a utility, coordination meeting ever taken place? Let me know what came out of it if you had one, if not, one needs to be scheduled to coordinate between Light & Power, Public Service, Water/Wastewater, Stormwater, Telephone, and Cable TV. c. Put a note in the land use breakdown chart on the site plan indicating that the density exceeds standard LMN maximum density because of the density distribution allowed in the Rigden Farm ODP. d. Planting note #17 must be removed. Trees cannot be eliminated if by doing so, would result in Section 3.2.1(0)(2) Street Trees, not being satisfied. Modifying street tree locations would be acceptable if by doing so, the plan still satisfied the spacing requirements of 3.2.1(D)(2). Keep in mind that ornamental trees can be located within 15 feet of a street light while canopy trees require 40 feet separation from the street light. e. Take off the work "potential" from the plant list title. f. I'm still a little worried about the visual terminus of Rockford Drive. Please provide additional shrubs in the yard north of the driveway/garage door area to block this view of the garage from the southbound Rockford Drive viewshed. g. Please make a note on the site plan that the density is higher than the allowed maximum density in the LMN zone because this site is part of 2 City of Fort Collins Commur'v Planning and Environmental '---vices Current Planning STAFF REVIEW COMMENTS Carl Glassier June 1, 2000 Glaser Associates 215 Jefferson Street Fort Collins, CO 80524 Staff has reviewed your submittal for LaGrange Multi -family Housing at Rigden Farm, and we offer the following comments: COMMENTS: 1. Water and Sewer Utility Department, Stormwater, Engineering, Mapping and Drafting: a. Please see the comment sheets and the redlined plans from these departments. 2. AT&T Cable: a. AT&T Cable Services will not make any plans to service this project until a Broadband Utility Easement, also called a Service Agreement, is completed with our Commercial Accounts Executive, Renata 5antro, who may be reached at 970-419-3106. 3. Light & Power: a. Developer will need to continue to work closely with Light & Power to resolve any conflicts with installation of other utilities. b. If irrigation pump is needed, developer will need to supply commercial service form which will determine electrical needs. 4. Natural Resources: a.
