Parkside Commons at Rigden Farms is ± 12.43 dwelling units per net acre of residential land.
Two multi -family building types are proposed within this development. The buildings differ by
architectural features, size and number of units. Housing at Parkside Commons at Rigden Farms is
designed to meet the requirements of Article 3, Division 3.5.2 of the Land Use Code.
A neighborhood center serving Parkside Commons at Rigden Farms is planned as a part of
future development within Rigden Farm. The neighborhood shopping center is proposed on the
southeast corner East Drake and Timberline Roads.
Compact Urban Growth Standards are met with the proposed plan.
VII. Conflict Mitigation
Disturbance of natural areas is not applicable within Parkside Commons at Rigden Farms.
Vill. Development Phasing
Development of the site is scheduled begin in Fall 2003 and continue until completion.
The vehicular and pedestrian circulation system is designed to reduce potential VMTs by
creating direct pedestrian routes to multi -modal streets and nearby schools, parks, shopping,
employment, and other common destinations.
Rigden Farm was planned as a walkable, livable, and varied neighborhood. An
interconnected network of walkways leads to common destinations, namely the Rigden Farm
neighborhood center, parks, schools and future trail system in and nearthe neighborhood. Parkside
Commons at Rigden Farms contributes to this overall neighborhood goal. Edges of the
development are clearly defined by streets.
II. Open Space & Circulation Systems
Open space areas and major circulation corridors, as defined on the Structure Plan, are
major factors that are apparent within the overall Rigden Farm development. As indicated above,
the neighborhood is planned to provide easy pedestrian access to the internal neighborhood parks
and open spaces, the proposed neighborhood shopping center at Rigden Farm, and the multi -modal
streets; as well as allowing convenient connections between on -site dwellings.
III. Ownership & Maintenance
Common open spaces within the Limits of Development at Parkside Commons at Rigden
Farms will be owned and maintained by owners' associations.
IV. Estimated Employment
Although no on -site employment uses are planned, the Parkside Commons at Rigden Farms
neighborhood is well located to provide housing opportunities in close proximity to the expanding
employment along Timberline Road, Harmony Corridor employment district, the Prospect
employment district and downtown Fort Collins.
V. Planning Rationale & Assumptions
Parkside Commons at Rigden Farms is planned as a walkable, livable, and varied
neighborhood. An interconnected network of streets and walkways lead to common destinations
within overall Rigden Farms development. The overall site layout screens parking from adjacent
streets and neighborhoods by placing buildings adjacent to multi -modal streets. Small gathering
spaces were created adjacent to Rockford and Kansas Drives to create passive outdoors
opportunities for residents.
VI. Applicable Criteria
The uses proposed at Parkside Commons at Rigden Farms are:

Parkside Commons at Rigden Farms —formerly identified as Track U within the Rigden Farm
development - is located on ± 5.71 acres on the southeastern corner of the intersection of Kansas
Drive and Drake Road. The project represents the implementation of a "Medium Density Mixed Use
Neighborhood" as defined in City Plan. The proposed uses are consistent with the adopted
Structure Plan, and other City Plan elements as indicated below. All uses proposed are "Type 1"
uses as defined in the Land Use Code.
City Plan Principles and Policies
Parkside Commons at Rigden Farms is consistent with the applicable Land Use Principles
and Policies adopted by the City of Fort Collins. The site is designed to promote construction that
will contribute positively to the type of neighborhoods found in the City; and will promote a compact
development pattern by encouraging development in a mixed -use neighborhood, conducive to
bicycle, pedestrian, and transit use.
Adequate public facilities are planned, or are available to serve the proposed development,
and the development is proposed at the density encouraged in City Plan. No natural areas exist
within the project area. Small gathering spaces are provided adjacent to Rockford and Kansas
Drives. Open space areas are provided within the overall Rigden Farm development and proposed
within adjacent developments.
Transportation principles and policies promote development designs that are pedestrian and
transit friendly, provide easy access to "multi -modal" streets, and allow easy connections to the
planned, community wide, pedestrian network; while recognizing that private automobiles will
continue to be an important means of transportation. Pedestrian connections from the site to the
future commercial development within the overall Rigden Farm development have been
incorporated. There are no public streets within the boundaries of this project, but Kansas Drive
along the western edge of development, will be constructed concurrently.
Community Appearance and Design related principles and policies describe elements such
as site layout and street tree emphasis, and appropriate public gathering spaces that are reflected in
the plans for Parkside Commons at Rigden Farms.
