will convey several characteristics of traditional single—family homes with individual front

PRINCIPLE AN-5: All new residential buildings should be designed to emphasize the
visually interesting features of the building, as seen from the public streets and sidewalk.
The visual impact of garage doors, driveways, and other off-street parking will be
minimized and mitigated.

The buildings are oriented so that all front doors face a public sidewalk or direct connecting
walkway. The garages are accessed from the rear of the buildings along the private drives, thus

The site is located in close proximity to Timberline Road, which is proposed to be an enhanced
travel corridor. The proposed development will connect with existing street bicycle lanes as well
as provide pedestrian connectivity to transit stops, nearby shopping, schools, churches and
employment.

consideration to the visual character and the experience of the citizens who will use that
street system and the adjacent property. Together, the layout of the street network and
the streets themselves will contribute to the character, form and scale of the city.

The Kansas Drive street connection will be built to City standards and will be lined with canopy
shade trees to provide for a functional, safe and visually appealing layout. The majority of the
tree plantings will be canopy trees with a diversity of species represented.

PRINCIPLE AN-4: Design policies for residential buildings are intended to emphasize
creativity, diversity, and individually. The following design policies are based on the
premise that truly creative design is responsive to its context and the expressed
references of citizens, and contributes to a comfortable, interesting community.

2 different types of units are proposed in several combinations and building sizes. The buildings
range in size from 2 units in a building to a larger 8-unit building, lending a variety in the scale

Rear garage entrances are accessed along this driveway. Each unit will have it's own 2-car
garage and 9 guest spaces are provided, along with ample on -street parking on Kansas Drive.
The design objectives of the landscape plan are to screen parking and service areas, to provide
an attractive streetscape and also to enhance the pedestrian and vehicular experience within
the site. Street trees are proposed along Kansas Drive. Deciduous trees, coniferous trees and
foundation plantings will be used to enhance architectural character, provide shade, spring color
and winter interest. These landscaped areas will create a series of small open spaces
throughout the project. Open grassy areas will provide children with space to play and run.
The proposed Posto Bella development exemplifies many of the Principles and Policies of the
City Plan including:

within a well-defined boundary.

Rigden Farm is a master -planned, mixed -use community that encompasses single and multi-

The Posto Bella (meaning "beautiful place") project is comprised of 35 town homes on
approximately 2.6 acres located in the Rigden Farm Development. This infill site is situated
south of Custer Drive, at the intersection of Kansas Drive and Custer. The extension of Kansas
Drive north to Custer bisects this site into two Tracts, with units on either side of the public
street. Undeveloped land lies to the west and north and The Willow multi family development is
currently under construction south of the site.
The applicant is -proposing a multi -family residential development of 35 single-family attached
three-story town homes. 25 units will consist of 2 bedroom/2 baths and 10 units will have 3
bedroom/3.5 baths. The developer's mission is to provide for -sale homes on fee -simple lots,
priced in the low -mid $200,000s. Each town home will have both ten -foot and vaulted ceilings
on the main living floor, hardwood floors, crown molding, double vanities in the master baths,
open living and dining areas, breakfast bars, and over -sized garages. The exterior of the
buildings will feature stucco and stone for durability and appearance and thoughtfully planned to
complement the surrounding community through clean lines, dramatic elevations and a neo-
traditional design.
The site is zoned MMN (Medium Density Mixed Use Neighborhood District). The gross
residential density is 13.37 dwelling units per acre, which exceeds the minimum required in
Section 4.5(D)(1) of the LUC.
A small neighborhood gathering space is located at the east side of Building E. Amenities
include a lawn area, paved plaza and a low seat wall. A network of pedestrian sidewalks is
provided throughout the site, with connections to the public sidewalks in Kansas and Custer
Drives. Utilizing the 8' sidewalk in the Willow development will provide additional pedestrian
connections. The site is within an easy walk to the planned grocery -anchored retail center to
the northeast. In addition, a neighborhood center lies within 1/4-mile to the southeast. Vehicular
circulation will be by means of two 24' wide private drive loops on either side of Kansas Drive.
