HomeMy WebLinkAboutRIGDEN FARM, PIONEER CHARTER SCHOOL - SITE PLAN ADVISORY REVIEW - 56-98U - CORRESPONDENCE - REVISIONS (3)In an effort to remain consistent in our Exterior Site Lighting and address other city comments to increase light levels, we will be using this fixture and wattage for building mounted lighting as well. Thank You, Brennan Schumacher, Merit Electric CC: Larry Smith, P.E.-Merit Electric parking lot according to the IESNA is a minimum of 0.2fc, with a max to min ratio of 20:1. The following actions have been taken to address the Police Department Comments: ➢ We have increased the lighting on the bridge for safety by adding one additional light and pole to the bridge itself. The bridge now has a minimum illuminance of 0.5fc, with the majority of the bridge going beyond recommended values by the police department. ➢ There were two poles added to the parking lot to provide higher illumination levels in a more consistent manner. We have also added the contribution from existing streetlights to provide a more accurate level of illumination. This resulted in achieving an average of 0.7fc and veryfew minimum levels of 0.2fc across the lot and a max/min ratio of 10.5:1, surpassing IESNA recommended values. ➢ We have increased our building mounted lighting from 5 fixtures to 10 fixtures and went from a fluorescent source to a metal halide fixture to increase light levels around the building. Significant quantities offixtures were added to the north and west sides of the building to improve safety along the perimeter of the building. Existing streetlights were also factored in, to provide more accurate lighting levels. ➢ Photometric calculation areas were increased to show all lighting levels around the building. CURRENT PLANNING REVIEW COMMENTS Number 25.) "General note #2 on the site lighting plan specifies that walkway lighting is 12 feet tall. The B3 and B5 are specified in the luminaries schedule on the lighting plan to have 50W bulbs, however the fixture spec sheets don't show these fixtures with a 50W option. Also, the post top lighting diagram entitled `VV Metal Halide Decorative Post Top Lighting' shows the footcandle readings for a 175W bulb. Please show this information with the 50W bulb. The reason for this is the Land Use Code specifies that all fixture shall be concealed and fully shielded and shall feature sharp cutoff capability so as to minimize up -light, spill light, glare and unnecessary diffusion on adjacent property. It is likely that a 50W bulb will accomplish the purpose of this standard even though the fixture isn't fully shielded, but I need to see specs on the 50W option." Response: In a response to the Current Planning Department comments, we have changed some of the fixtures being utilized for site lighting at the future site of Pioneer School. All walkway lighting will remain at 12' and all parking lot lighting will be 20' in height. We have changed our decorative post top luminaries to a `Beta Lantern' manufactured by se'llux. The specification sheets have been added to the Site Lighting Plan Submittal Sheets. These fracture cut sheets list the 50W option and provide a `Full Cut Off Reflector' (concealed and fully shielded and with full cutoff so as to minimize up -light, spill light, glare and unnecessary diffusion on adjacent property Brit August 19, 2003 Steve Steinbicker Architecture West 748 Hinsdale Drive Fort Collins, CO RE: Pioneer Charter School City Comments, Lighting Requirements Dear Steve: integrity Skill Imagination I have received a copy of the City Comments prepared by the City Light and Power, Current Planning and the Police Department, regarding light level requirements. The following responses address items that relate to Merit Electric's scope of work regarding these comments. LIGHT AND POWER COMMENTS Number 3.) "The developer will need to coordinate power requirements and a location for the pad type transformer with Light and Power Engineering. Normal electric development charges will apply." Response: Brennan Schumacher with Merit Electric met with Monica Moore to coordinate a transformer location and will provide a load study to coordinate power requirements. POLICE REVIEW COMMENTS Number 5.) "A minimum of 0.7fc around the building would improve safety. Parking lot also needs additional lighting. Landscape materials along the east of the building prohibit surveillance to parking lot. Recommend a taller canopy or lower shrubs. North side of building should have a l.Ofc or greater to minimize potential vandalism. Also, lighting on bridge should be increased to 0.5 for safety." Response: Pioneer Charter School is trying to keep energy and operational costs at a minimum, and are therefore trying to get the most efficient site lighting plan. Located in a residential neighborhood, Pioneer Charter School is trying to keep site lighting to a minimum, while maintaining a safe property. Pioneer is also in the process of getting their building LEED r14Certifted. This requires that we meet IESNA (Illuminating Engineers Society of North America) recommended levels of illumination, which is an industry and city standard.
