Please note 9.4.11 of LCUASS; concentrated storm water cannot discharge across a sidewalk, although sheet flow drainage over a walk is allowed as long as the area draining across is less than 750 sq. ft. Please use varying linetypes and lineweights in order to make contour (existing and proposed) lines distinguishable from easement lines, sidewalk, etc. Additional comments may arise from clarification of the plans. With the creation of the driveways though, street cuts are likely. Please show street patching and indicate as a typical note, "Limits of street repair are approximate. In the event that the School Staff isn't willing to grant the City of Fort Collins permission in writing to extend the review and comment period until September 5, we request that such extension be granted to at least August 22, 2003 at 5:00 p.m. Again, I will be out of the office between July 31 and August 10, so please direct any correspondence on this matter to Cameron Gloss, the Current Planning Director while rm gone. This has been a point of disageement between the developer of the site directly to the east and Rigden Farm LLC, so it would be a good idea to coordinate this early. Department: Engineering Issue Contact: Marc Virata Topic: General Number: 13 Created: 7/29/2003 Both the site plan and utility plan indicates the use of gravel paving "or approved equal". Please note that gravel is not an approved surface as referenced in 3.2.2(D)(3) per the interpretation of the Current Planning Director. Number: 14 Created: 7/29/2003 With the requirement of a material other than gravel, the utility plans should provide spot elevations and flow arrows to indicate the direction of onsite flows. Number: 17 Created: 7/29/2003 A public access easement should be dedicated to the City for the regional bike/trail connection bisecting the site. It would appear to be beneficial (as a suggestion) if the proposed trail bisecting the property is realigned along the west to intersect with the street curb cut opening on the west side of Kansas Drive as it prevents crossing Kansas Drive at an awkward location which may be directly in front of a future building. Number: 18 Created: 7/29/2003 The site plan and utility plan documents show potential future expansion. A note should be placed on the utility drawings indicating that prior to any development of the future expansion, revised utility drawings showing the design for this area needs to be submitted and approved. I have a general concern on how the potential future driveways intersects with the public streets; the driveway off Limon Drive does not appear to line-up well with the driveway shown on the north side, and the driveway off Minnesota Drive appears that it could be angled better to intersect Minnesota Drive at 90 degree while aligning with the access on the east side. Number: 48 Created: 8/1 /2003 Previous issues #1 & #11 by Traffic Engineering and Transportation Planning respectively discusses the issue of bikelane and bikelane striping on Minnesota Drive. In order to resolve the bikelane issue on Minnesota between both departments, please add the following note to the site and utility plan set: 'The Developer is responsible for all costs for the initial installation of traffic signing and striping for this Development related to the Development's local street operations. In addition, the Developer is responsible for all costs for traffic signing and striping related to directing access for all modes of transportation to and from the Development. Said signing and striping shall meet City criteria. Prior to construction, contact the Signing and Striping Department of Traffic Operations for guidance on proper signing and striping." In reponse to the information contained in the study, the City Traffic Engineer would like to know how the applicant plans to address stacking and circulation problems on the public street(s). COLLINS, CO 80525 Staff has reviewed your submittal for RIGDEN FARM, 10TH FILING, PIONEER CHARTER SCHOOL - TYPE I (LUC) #56-98U, and we offer the following comments: ISSUES: Department: AT&T Broadband Topic: General Issue Contact: Dennis Greenwalt Number: 33 Created: 7/31/2003 Comcast Cable will not be making plans to service this School until a Broadband Utility Easement is completed with our Commercial Accounts Executive, Reneta Santro. Department: Current Planning Topic: General Issue Contact: Troy Jones Number: 24 Created: 7/30/2003 Please clarify colors of building materials on the elevations. Also, please label the main entry, and any other doors as either entries or exits. Number: 25 Created: 7/30/2003 General note #2 on the site lighting plan specifies that thewalkway lighting is 12 feet tall. The fixtures B3 and B5 are specified in the luminare schedule on the lighting plan to have 50 watt bulbs, however the fixture spec sheets don't show these fixtures with a 50 watt optuion. Also, the post top lighting diagram entitled '1N Metal Halide Decorative Post Top Lighting" shows the footcandle readings for a 175 watt bulb. Please show this information with the 50 watt bulb. The reason this is such an issue is that the Land Use Code specifies that all fixture shall be concealed and fully shielded and shall feature sharp cut-off capability so as to minimuze up -light, spill light, glare and unnecessary diffusion on adjacent property. It is likely that a 50 watt bulb will accomplish the purpose of this standard even though the fixture isn't fully shielded, but I need to see the specs on the 50 watt fixture option to be sure. Number: 26 Created: 7/30/2003 City Staff would prefer to take the item to the September 4th Planning and Zoning Board Hearing. It is my understanding that the Pioneer School staff would prefer taking the item to the August 21st Planning and Zoning Board Hearing. I will be out of the office between July 31 and August 10. Please coordinate the timing of the hearing with Cameron Gloss the Current Planning Director in my absence. Number: 27 Created: 7/30/2003 The surface of the parking lot is shown to be "gravel pave or approved equal." Gravel is not an approved material. We recommend asphalt. There may be other types of paving that could work other than asphalt, but that would require further discussion with Cameron Gloss, the director of Current Planning, and would need to be coordinated with Engineering and Stormwater. Please show further clarification and specifications on the interlocking blocks concept that is part of the proposed design of the parking lot. We are concerned about mid to long term maintenance of the proposed parking lot design. Please clarify how snow plowing works with the proposed parking lot design. I will be out of the office until August 11, 2003, so while I'm gone, I recommend that you discuss this issue with Cameron Gloss, Marc Virata from Engineering, and Basil Harridan from Stormwater. Number: 28 Created: 7/30/2003 We appreciate Pioneer Charter School's commitment to submit a full submittal in accordance with the City of Fort Collins PDP submittal requirements, and their commitment to satisfy the City of Fort Collins standards where possible. Although Section 22-32-124-1.5 of the Colorado Revised Statutes governs the review of this project, we truly do appreciate the school's willingness to go above and beyond what's required as the minimum amount of City review, to work out a win -win solution to design concerns that come up during the review. To that end, Section 22-32-124-1.5 of the Colorado Revised Statutes gives the City thirty days within which to review and comment on the project. We request that you grant the City of Fort Collins permission in writing to extend the the review and comment Page 1
