The proposed auto service/retail use is permitted per the City of Fort Colloins's Neighborhood Commercial Zone District. The Site Plan is consistent with the Rigden Farm Subdivision Improvements Agreement. This proposal supports contiguous and orderly growth, and presents no burdens on roadway infrastructure, city services or the environment. incorporated internally to drive lanes, parking lot islands and foundation plantings to further compliment the automotive center. All proposed landscape materials shall be of long living varieties, permanent in nature and compatible with the center's overall thematic planting design. Tree plantings shall be prohibited within 10 feet of all existing utility lines. All landscape areas, including parking lot islands, shall be fully irrigated by an automatic underground sprinkler system. The Grease Monkey and Car Wash site lighting shall be compatible and harmonious with the Rigden Farms Subdivision Improvements Agreement. Parking lot lighting shall not exceed fourteen feet (14') in height and shall be designed to retain light within the property lines of the Auto Service Center site. All exterior and security lighting shall have underground services. SOURCE OF WATER, SANITATION AND ENVIRONMENTAL HAZARDS The Grease Monkey and Car Wash shall be serviced by the City of Fort Collins's public water and sanitary sewer systems. The site contains no environmentally hazardous, sensitive or natural resource areas. Any proposed automotive uses which generate hazardous by- products will be required to contain, store and dispose waste products on a systematic basis to a licensed hazardous waste disposal and recycling collection organization. IMPACTS ON ROADWAY SERVICES The proposed Oil and Lube Facility and Car Wash uses shall have minimal impacts upon the City's community services. This proposal provides for adequate roadway and emergency services, and satisfactorily meets the design criteria set forth in Fort Collin's Development Standards. A site specific Transportation Impact Study, prepared by Matthew J. Delich, P.E., has been provided as part of this application and concludes "that the Grease Monkey/Car Wash at Rigden Farm Commercial will generate similar traffic as that analyzed in the original Rigden Farm Commercial Transportation Impact Study. Therefore, the forecasted operation of the key intersections and the geometry necessary to serve the Rigden Farm development as reported, is adequately addressed." CIVIL DESIGN CRITERIA This application includes Utility, Grading and Civil Design Plans which provide data to justify that the proposed Grease Monkey and Car Wash shall comply with master grading and drainage design criteria set forth by the Rigden Farm Subdivision. A Letter of Compliance has been provided as part of the Site Plan application. The site plan concept includes a total of 1 monument sign and 8 wall mounted project identification signs. All signage will meet the City of Fort Collins's Residential Neighborhood Sign District requirements, and the Developer shall obtain approval from Rigden Farm Shopping Center prior to installation. APPLICATION PURPOSE The intent of this submittal is to obtain a Project development Plan approval for the two proposed uses to be developed and managed as a comprehensively designed, auto service/retail facility. The Site Plan illustrates the developer's intent to satisfactorily meet the site design criteria specified in the City of Fort Collins Land Use Code by consistently integrating the design concepts characteristic within the Rigden Farm Subdivision. Through the use of compatible colors, shapes, materials, and landscape plantings the project's consultants have successfully created a high degree of visual harmony that satisfies the guidelines set forth in the Subdivision Agreement. ARCHITECTURE AND SITE DESIGN The design objective of the Rigden Farm Grease Monkey and Car Wash is to create an aesthetically cohesive, master planned development which shares the architectural and site design themes of the overall center. To create a unified feeling to the center, the plans implement elements of compatible colors, shapes and materials to provide a high degree of visual harmony throughout the buildings and site design elements. Exterior materials shall be high quality, durable, easily maintained, and provide longevity of use. Four-sided exterior architectural features include: facades consisting of an attractive combination of split faced masonry block and building system panels; thematic columns and window details; and wall pack stylized light fixtures. All exterior colors, architectural details and methods of construction shall be consistent with the design criteria identified in the Rigden Farm Subdivision design guidelines. Bright colors shall be limited to use in signage and accent elements, and when the colors are an integral part of a nationally recognized corporate logo or image. Building elevations depict a height of 18 feet 2 inches for all parapet walls, and maximum height of 22 feet 1 '/z inches for thematic architectural elements. Roofs of building structures are generally flat and are concealed by parapet walls. All roof top mechanical equipment shall be either totally screened by the parapets, or by screening material that is architecturally compatible with the design and color of the building. The proposed Site Plan exceeds the City of Fort Collins's landscape standards by providing 26.4% open space. Rigden Farm Shopping Center perimeter buffers and thematic landscaping have been strategically located to screen the auto related uses, along with internal parking spaces, service bays and refuse areas. Thematic plant materials, such as deciduous parking lot trees, evergreen buffers and decorative planting beds, have been Project Narrative For Rigden Farm Grease Monkey and Car Wash PROJECT DEVELOPMENT PLAN June 29, 2005 GENERAL INTRODUCTION AND PROJECT CONCEPT Automotive Development Group, LLC submits this application, which includes a Site Plan and for a multi -use, commercial development known as the Rigden Farm Grease Monkey and Car Wash. This auto service development includes two proposed uses consisting of a 2,107 sq. ft. Oil and Lube facility and a 1,279 sq. ft. Car Wash. It is the Developer's desire to process and develop the two uses concurrently. The proposed Grease Monkey and Car Wash is located on the northwest corner of Custer Drive and Illinois Drive, within the Rigden Farm Commercial Center. The subject site consists of 0.47 acres and is legally described as Pad B, Lot 5 of Rigden Farm Subdivision 81h Filing, Fort Collins, Colorado. The parcel is currently zoned Neighborhood Commercial District (NC) and the proposed uses are permitted by right. The proposed development is subject to a Type 1 review, which includes a public hearing in front of an administrative hearing officer. As illustrated by the Site Plan, the automotive service buildings are oriented internally to the site to encourage interaction between the proposed and surrounding businesses. Landscaping has been professionally designed, satisfying the Rigden Farm Design Standards, while providing an attractive streetscape appearance. City of Fort Collins Land use Codes and site design standards have been adequately incorporated to the Project Development Plan. The Grease Monkey and Car Wash Project Development Plan propose no vehicular circulation modifications to the master planned commercial center. Primary access to the site is provided by an existing curb cut on Custer Drive, which straddles the side lot lines of the subject parcel. The total combined building square footage is 3,386, and is equivalent to 16.5% of the entire site. The Master Site Plan provides a total of 26.4% landscaped open space, which includes a perimeter buffers, internal landscape islands and foundation plantings. Internal pedestrian circulation is provided throughout the development and accounts for a total of 4.7% of the overall parcel. The site plan includes a total of 52.4% imperviously paved areas, including 2 parking spaces, 1 handicap space and numerous internal drive lanes. The anticipated employment numbers for the Rigden Farm Oil and Lube facility is 7 to 8 employees. The Car Wash facility will be self -serve and maintained on an intermittent basis by a single individual.
