A Grease Monkey/Car Wash is proposed on Lot 5 of the Rigden

Farm Commercial area. It is in the northwest quadrant of the

Custer/Illinois intersection. Figure 1 shows the location of this
parcel within the Rigden Farm Commercial area. Figure 2 shows a site

plan detail of the Grease Monkey site. The "Rigden Farm

Transportation Impact Study," January 1999 addressed the

transportation impacts of the overall development. A comparison of
z

the trip generation was requested by the City staff. Alternative
o
modes analysis was provided for the Rigden Farm development,
therefore, additional alternative mode analysis is not required.

In the "Rigden Farm Commercial Transportation Impact Study,"
January 2002, Lot 5 contained a 4400 square foot retail building.
From Table 2 of the cited TIS, this parcel was expected to generate
190 daily trip ends, 5 morning peak hour trip ends, and 17 afternoon
peak hour trip ends.
The proposed Grease Monkey/Car Wash will have three service
bays and an automated car wash. Using Trip Generation, 7t" Edition,
ITE as the reference document, this parcel is expected to generate
approximately 230 daily trip ends, 17 morning peak hour trip ends,
and 28 afternoon peak hour trip ends. The trip generation of the
current proposal for this parcel will be slightly higher than that

shown in the cited Rigden Farm Commercial TIS. The absolute

difference in trip generation is small (40 daily trip ends, 12

morning peak hour trip ends, and 11 afternoon peak hour trip ends).

This small increase will not have a significant operational impact at

any of the key intersections.

It is concluded that the Grease Monkey/Car Wash at Rigden Farm

Commercial will generate similar traffic as that analyzed in the
W

cited transportation impact study. Therefore, the forecasted
Foperation
of the key intersections and the geometry necessary to
serve the Rigden Farm development as reported, is adequately

addressed. This proposed development is consistent with the
Z
previously approved development at Rigden Farm. No further
transportation analyses are required at this time.
