RE: New Dawn Fort Collins Rezoning
To Whom It May Concern:
On behalf of New Dawn Assisted Living, we present this application for rezoning of a
2.5-acre site within Rigden Farms, located approximately 1,000 feet east of S Timberline
Rd and 300 feet south of W Drake Rd. The property is currently zoned N-C
Neighborhood Commercial District. We propose to rezone the property to M-M-N
Medium Density Mixed -Use District.
This site is part of a larger N-C zoned area located at the southeast corner of Timberline
Rd and Drake Rd. Our site is the easternmost extension of this N-C zoning and projects
into M-M-N zoned property to the north, east and south or our site. M-M-N zoning is
compatible to adjacent development and zoning. This assisted living user will also
provide a transition between more intensive commercial zoning to the west and
residential zoning to the east. Current conditions do not lend to this site developing as
commercial. Removing this piece from the N-C zoned area would not negatively impact
the ability of the remaining N-C area to successfully develop.
This rezoning is consistent with the Fort Collins "City Plan". Policy HSG-1.5 "Special
Needs Housing" recognizes the housing needs of special populations within the
community. The proposed rezoning and planned user will meet this identified need.
The site does not fall into any sub -area plan.
The proposed rezoning will not place any undue burden on the natural environment,
public utilities and infrastructure, the transportation system or surrounding development.
This assisted living use is a very quiet, non-impactful neighbor and should fit nicely into
the surrounding development.
The vision of New Dawn is to provide the highest quality of life for individuals with all
forms of dementia including Alzheimer's disease. Our philosophy is to focus on the
individual not the limitations of the disease. We provide a familiar, secure and home -like
environment filled with caring staff, pets, music, gardens and alternative therapies. New
Dawn admits only memory impaired residents age 50 and older with Alzheimer's disease
or other forms of dementia.
Our residents are elderly individuals who are consequently quiet and no longer drive;
thus traffic, noise and required parking are minimal. Our homes are residential,
attractive, secure and well -kept and our on -site general managers are trained to be good
neighbors and involved in the local community.
