There's not a "lack of enthusiasm"; rather, an ambivalence. There are clear pros and cons, as we see the situation. The biggest risk will be with Council, given recent actions on other NC districts. We care very much about giving them consistent recommendations on these types of zonings. Yours presents some dilemmas in that regard. Having said that, and knowing that it's a close call * and we will give the CC a balanced evaluation * we will rec ommend approval of the zone change. That's different from "advocating" for it, as we have done in other situations where is a clear call. Our concerns continue to be loss of coherent design in the whole center, and loss of energy along Illinois. If the zone change were to be approved by CC, we'd be looking very, very closely at the proposed uses and design of Tract A for ways to make sure that it integrates into the whole.
