Regulatory Agreement identifying an income restriction and an age restriction is
recorded against the property at the time of completion of the project.
Please forward a copy of this letter to each of the individuals reviewing our current submittal so
that they may have the benefit of knowing how each of their comments were addressed.
As we've discussed, it is increasingly critical to the viability of this project that we make
progress toward project approvals, i.e. that we are placed on the agenda for the July 15, 1999
Planning and Zoning Board meeting. Should you have any questions or further needs, please

5. Transportation Department comments:
a. We have reviewed the potential for a pedestrian connection from this project to
the Somerset Apartments and to Landings Park. It is our conclusion that the south
end of the Somerset Apartments provides that pmj ect's detention basin, making a
pedestrian connection to and across that private property quite difficult.
b. Transfort Route 1 stops at College Avenue and Troutman Parkway_
6. Mapping/Drafting Department comments:
a. Noted and corrected.
b. Control monuments now described.

7. Water/Wastewater Department comments:
a. Noted and corrected.

8. Engineering Department comments:
a. Variance request has been presented by the project's civil engineer David
Klockeman of JR Engineering, Ltd.
b. Additional language added.

d. Note explaining how the City is not responsible for maintenance or repair of the
any decorative concrete used within the right-of-way has been added to Overall
Utility Plan and Water Plan.

Please see Section 5.a, "Transportation Department Comments."
We feel that another sidewalk is not necessary, and would lessen the aesthetics of
the proposed project. A sidewalk that runs parallel to JFK Parkway already exists
on the plans, making pedestrian travel along JFK serviceable. However, another
sidewalk could still be added if the Dcpartrnent feels it to be absolutely necessary.

Re: JFK Senior Apartments PDP — Fort Collins, Colorado
Dear Steve,
The following explains how each of the comments presented in the June 2, 1999 comment letter
was addressed.
1. Comment stating that this project is identified as a Type II review under the City's LUC.
No action necessary.
2. Stormwater Department comments:
a. Our civil engineer David Klockeman of JR Engineering Ltd. has met with Donald
Dustin of the Stormwater Department. I have not been provided with a copy of
Mr. Dustin's comments, and, therefore, am unable to provide a written response at
this time. However, a letter addressing those comments will be forthcoming.
3. Poudre Fire Authority comments:
a. A fire lane is not required, as all buildings will be fire-sprinklered.
b. Address numeral details are provided on the Elevation Plans.
C. A fire hydrant has been added at the south entrance to the property. Please see
Utility Plans.
4. Zoning Department comments:
a. Construction plans and details found on pages 2, 4 and 5, include those of the
ground signage, and the trash enclosure. We have on prior rounds of review
received comments on those particular details, indicating that perhaps another
department is requiring them during the PDP review. We have, therefore, left the
details on the plans. We will, however, remove them if we can be assured that
their removal will not be contrary to another department's requirements.
b. We have removed the ground sign location from the Site Plan.
C. The buildings are now referred to by their letter designation.
d. The building envelope and dimensions for Building D, and of the swimming pool,
is shown.
