definition of "connecting walkway" in Article 5, Page 10. Division 2.8 in the
LUC sets fort the criteria for requesting a modification of a standard.
b. Of the Landscape Construction Documents set of plans,.only Sheets 3, 6,
and 7 contain information that is relevant to this development review.
When applicable, the only documents to be recorded will be the Site Plan,
the Landscape Plan (Sheets 3, 6, 7 and they should be renumbered), the
Building Elevations, and the Subdivision Plat.
The following comments and concerns were expressed at the weekly staff meeting on
June 16, 1999:
Engineerinq
3. There should be provision for a future 6' wide sidewalk, with public access
easement, along the south property line from the sidewalk along JFK Parkway to
the southeast corner of the property. Money should be put in escrow for the
construction of this sidewalk. If a development proposal on the property to the
south is submitted the City will be wanting to get the sidewalk on that property
and, if so, this project will not have to construct a sidewalk.
4. A decision on the variance request for the driveway off -set between this
development and the Parkway Townhomes to the west should be made soon.
Planning
5. The handicapped ramps at the entry driveway on JFK Parkway should allow for
straight movement along the sidewalk. The way they are shown now they force
people to walk diagonally down toward the street.
6. The sidewalk connection form Building D to the sidewalk along JFK Parkway
would be within the maximum 200' distance but it would require a 90 degree
movement around another building. This does not meet the requirement as set
forth in Section 3.5.2(C)(1) in the LUC. A request for a modification of the
standard would be needed if the standard is not met.
7. Some sort of a flagstone/stepping stone walkway from the southeast corner of
the parking lot to the southeast corner of the property would be beneficial (see
attached drawing).
This completes the staff comments at this time. Additional comments could be
forthcoming as they are received from City departments and outside reviewing
agencies. `

Dear Janine,
Staff has reviewed your revisions for the JFK SENIOR APARTMENTS, Project
Development Plan (PDP) development proposal that were submitted to the City on
June 9, 1999, and would like to offer the following comments:
1. This development proposal, being in the HC -'Harmony Corridor Zoning District,
is identified as a Planning and Zoning Board (Type II) review under the City's
Land Use Code (LUC). Residential uses are permitted uses subject to a Type II
review in the District.
2. Representatives of the Zoning Department offered the following comments:
a. Remove the ground sign construction details from the Landscape
Construction Documents. Separate approval and permit will be required
for the sign.
b. Except for the walls and fencing details, probably all of the Construction
Plans and Details should not be part of the recorded documents.

2. The Planning Department comments are as follows:
a. The placement and orientation of Building D does not meet all
requirements of the Land Use Code (LUC). A request for a modification
of the standard set forth in Section 3.5.2(C)(1) of the LUC must be
submitted to the City Current Planning Department by the applicant and/or
owner. This section deals with building orientation to a connecting
walkway. Please address the referenced section of the LUC based on the
