Mark, I agree with you that the driveway if left will be a problem that we will have to deal with in the future --just for them to save money with not having to relocate the driveway to a safe location. If PFA wants an emergency access curb cut, it does not have to be as large as the designed driveway. In fact, leaving the large curb cut and not using it will be unsightly and could be a nuisance problem for the City. People may be parking there, dirt and trash accumulation, etc. Therefore, if the drive cut is to remain for an emergency access only, the curb cut should be narrowed to just what is necessary for the use. The remaining area should be landscaped and made more attractive for pedestrians. In addition, since the driveway would be most desirable to residents living in the complex, obstacles should be placad along the whole frontage to prevent people from making their own driveway. I don't have a problem with the emergency access other than the fact that PFA will not allow vertical curb. In my mind this will make the driveway appear (with bollards) to be a "true" access. Also, I feel that in the future we will have complaints as to why the access can not be a full movement access, and then we are back to square one. As the code reads the Traffic Engineer and the City Engineer shall review all curb cuts. Therefore, the decision is in your "court", but I will say from my point of view the accesses should be aligned. There is no reason why it can not be designed that way. Furthermore, I feel that if the group agrees with my views that the condition should not be based on emergency access alone. It should be based on aligning the accesses first with the option to review an emergency access at final compliance. Respond as necessary... The Senior Apartment driveway shall be a full movement driveway. If the applicant wants to propose the access as emergency only. Then they need to provide us with a plan showing its design, including how they propose to limit access from other vehicles, prior to July 7th, 1999. CC: Eric Bracke, Mark McCallum
