surveyed the sufficiency of the parking provided at twenty-three (23) similar senior communities.

Re: Alternative Compliance — Parking Ratio
JFK Senior Apartments — Fort Collins, Colorado
Dear Mike,
On behalf of the JFK Senior Apartments (the "Community"), I hereby request approval of
an alternative parking ratio.
Our site plan contains 79 parking spaces, or a parking ration of 1.1 spaces per dwelling
unit. We feel the number of parking spaces we plan to provide will be adequate for the following
reasons:
1. This Community will be occupied exclusively by tenants over the age of sixty-two
(62) years. It can be reasonably expected that a far lesser percentage of households in
this Community will own cars than in a typical family community. As a result, a
lesser number of parking spaces is required to accommodate the lesser number of
tenant -owned automobiles.
2. One -hundred percent (100%) of the households in this Community are restricted to
annual incomes of no more than fifty percent (50%) of the county median income
(maximum household income of $20,350 for a two -person household), and fifty of
the seventy-two households in the Community are further restricted to annual
incomes of no more than forty percent (40%) of the county median income
(maximum household income of $16,280 for a two -person household). With incomes
at these very low levels, it is very common that seniors have already sold their
automobiles because they simply do not have the financial means to continue to
register, insure, and maintain an automobile. As a result, a lesser number of parking
spaces is required to accommodate the lesser number of tenant -owned automobiles.
A ratio of 1.1 spaces per dwelling unit is projected to be more than adequate for the
tenant population of the Community and their guests.
