Conditional approval will be granted if the following floodplain requirements are met:
1. Documenting the high water mark that was used for determining the Base Flood Elevation
(BFE). The floodproofing measures must be at least 18" above this BFE.
2. Providing detailed drawings of the floodproofing measures that are to be implemented.
Details are also needed regarding where any non -permanent floodproofing equipment (i.e.
closure shields) will be stored, who will be responsible for installing the floodproofing
equipment during a flood, who is responsible for maintenance, etc. (See FEMA Technical
Bulletin 3-93 that was previously provided).
3. Completing the floodproofing certificates (one completed before construction, one completed
after construction).
4.. Providing documentation regarding the costs of improvements and the fair market value of
the structure to meet Substantial Improvement requirements.

C. Additional foundation shrubs are needed on the north side of the building as
noted on the site / landscape plan.
d. At least 70% of the length of the parking spaces along the south property line
must be screened by shrubs with a minimum height of 30-inches.
e. Please dedicate the 1 V-6" landscape area along the north property line to
the City as a bike / pedestrian access easement. This can be done by a
separate document. No additional landscaping is required in this area at this
time.
Please make sure that when additional trees are planted as requested, that
no more than 33% (=9 trees) are of any one species.
g. New deciduous trees only need to be 2-inch caliper. New ornamental trees
only need to be 1 '/2 -inch caliper.
h. In accordance with Section 3.2.2[C] of the Land Use Code, walkways within
the site shall be grade separated from the parking lot, with a paved surface
of at least 6-feet wide. Please provide an enhanced (raised, colored,
patterned) crosswalk in the parking lot from the building to Mason Street.
3. Comments from the Stormwater Utility are attached.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review this
request.
This project has been scheduled for the November 19, 1998 Planning and Zoning Board
Hearing. Please submit 10 revised blueline plan sets, 1 PMT each of the
Site/Landscape Plan and Building Elevations, and colored renderings of the Site /
Landscape Plan and Building Elevations no later than 10 a.m. on Monday November
9-1998.

Dear Allen,
Staff has reviewed your documents for the Salvation Army Church, that were submitted
on October 20, 1998, and offers the following comments:
The Zoning Department stated the following:
a. The Site Plan indicates that the chapel will have a 150 seat maximum
capacity. A minimum of 38 parking spaces are required for the proposed
use. Only 27 spaces are proposed. A request for alternative compliance to
the required parking ratio must be submitted. Please refer to Section
3.2.2[K][4] of the Land Use Code (Article 3, pp. 32-34) for guidance in
preparing the request for alternative compliance.
b. As a church use, signage will be limited to 35 square feet total.
C. Is there an existing trash enclosure? Please show the location of the trash
enclosure on the site plan and provide elevations of the enclosure on the
elevation sheet.
d. Regardless of whether 27 or 38 total parking spaces are provided, at least
two handicap parking spaces are required. Please add one handicap
parking space.
e. Please show typical parking stall dimensions and drive aisle widths.
The existing chain link gates should be removed in order to ensure access
to all the parking areas.
2. The Current Planning Department stated the following:
a. Four additional trees are needed on the south property line as noted on the
site / landscape plan.
b. Four ornamental trees are needed along the east edge of the parking lot as
noted on the redlined site / landscape plan.
