easements shall be constructed of an all-weather driving surface (asphalt or concrete) that
can support the weight of fire apparatus. The applicant said they would install a gate and
Knox Lock at each of these access lanes; however, PFA would prefer signage only, and if
private vehicles begin using the emergency access drives as a public street, then install a
gate and Knox Lock. (All specifications for fire lanes shall apply to these two Emergency
Access Easements; see comment 77 for information.)

lined on both sides with trees. Since the project is right up against the property line, there is
little room to provide this. Perhaps you could add a few crabapples on the residential side.

since the project is right up against the property line, this may be challenging. Screening
can either be taller shrubs or a combination fence and landscaping. My suggestion would
be to change the parking spaces to compact dimensions and use shrubs for screening so
that the view out to the trees is minimally obstructed.
