B. The plan as submitted will advance or protect the public interests and
purposes of the standard for which the modification is requested equally
well or better than would a plan which complies with the standard for
which the modification is requested.
4. Will there be any security lighting associated with the project? If so, please
indicate on the plans. Lighting must be installed so that illumination is down -
directional with sharp -cutoff fixtures. The light source must not be metal halide or
mercury vapor.
5. Has any consideration been given to foul balls landing within the enclosure and
possibly damaging the ground -mounted equipment? Has a screen -type roof
been considered.
6. The address of 201 South Impala Drive is for the school building. Our preference
is that this wireless telecommunications equipment be provided its own address.
Please contact J.R. Wilson, Engineering Technician, 221-6605, for a new
address. Please make the necessary changes to the plan set.
7. Please make the following changes/corrections to the plan sheets:
A. The zoning is R-L, Low Density Residential, not R-L-P.
B. Please remove the word "Valley" from all sheets. The name of the school
is simply "Poudre High School' and the name of the school district is
simply "Poudre School District." We suggest the title be "Poudre High
School Ballfield."
C. Please label the plan set as sheet one of four, two of four, etc. and change
the index accordingly.
D. Please add a caption to the photo simulation indicating the direction of the
view.
E. Please indicate on the plan sheets and the legend that the "lamps" are
existing,100 foot high, galvanized ballfield light fixtures. The term "lamp"
is not very accurate in this case.
F. On sheet C-2 (sheet 3 of 4) please indicate on the Lease Parcel Detail
that the size is 2,000 square feet.
G. A copy of the appropriate signature block is attached.
This concludes Staff comments at this time. We have tentatively scheduled the public
hearing for Tuesday, December 8, 1998. Revised plans, four sets, should be back in
Community Planning and Environment' services

Staff has reviewed the request for co -locating wireless telecommunications equipment
on a ballfield light fixture at Poudre High School and offers the following comments:
The City of Fort Collins Utilities, Light and Power Department, cautions that if a
new electrical meter is needed, then a Commercial Load Form ("C-1 ") will be
required. Please contact Alan Rutz, 221-6700, for further information.
2. Staff is concerned about the proposed enclosure at the base of the pole for the
ground -mounted equipment. Our Code requires that this enclosure be
constructed of a solid material such as masonry, stucco or wood. Chainlink with
slats is not allowed. Further, barb wire is not permitted. Please revise
accordingly.
3. The Code requires that landscaping achieve a total screening effect at the base.
The Code also states that a heavy emphasis on coniferous plants for year-round
screening. may be required. The existing evergreen trees already establish a
screening of the ground -mounted equipment but more trees are needed for the
total screening effect. Please add three more evergreen trees, one on the
northwest and two on the northeast, to achieve the necessary total screening.
The reason for these requirements is to improve the ground plane aesthetics which
helps offset the height of the pole which cannot be screened. A modification procedure
is available. A modification of a standard will trigger review by the Planning and Zoning
Board. A modification of a standard may be granted if the Planning and Zoning Board
determines that:
A. The granting of the modification would neither be detrimental to the public
good nor impair the intent and purposes of the Land Use Code; and
