12. The proposed land uses will determine the calculations to be included in the
transportation impact study.

13. Is Parcel B too big? Maybe it should be broken up into smaller, multiple parcels.
14. The scale of the ODP should be enlarged to provide a larger map.
15. The Poudre River floodplain should be shown on the CDP.
16. Setbacks for development and buffering from Timberline Road will be critical at
time of PDP submittal.
17. Conceptual locations/alignments for bicycle/pedestrian path connections through
and to this site should be shown on the ODP.

18. Refer to the purchase agreement for information on setback requirements
between development and the wetlands/natural areas/lakes and access to these
areas.
Engineering
19. Due to the potential floodplain impacts on this property, is the ODP (initiating
development) premature?
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
Under the development review process and schedule there is no revision date
mandated by the City. The amount of time spent on revisions is up to the
applicant. Upon receipt, the revisions will be routed to the appropriate City
departments and outside reviewing agencies, with their comments due to the project
planner no later than the third weekly staff review meeting (Wednesday mornings)
following receipt of the revisions. At this staff review meeting the item will be discussed
and it will be determined if the project is ready to go to the Planning and Zoning Board
for a decision. If so, will be scheduled for the nearest Board hearing date with an
opening on the agenda.
6. Ken Jackson of Police Dispatch stated that if the circle drive is to be named
then they want to review the proposed street name prior to approval of the
project. This is to avoid duplication or similarity (sound alike) of street names,
which could create a problem for emergency response times.
7. Kim Kreimeyer, the City's Natural Resource Planner, indicated that the
applicant should refer to the language in the purchase agreement for the
necessary buffer distances.
8. A copy of the comments received from Tim Blandford of the Engineering
Department is attached to this letter. Red -lined copies of plans, with additional
comments, are being forwarded to the applicant. Please contact Tim, at 221-

9. A copy of the comments received from Donald Dustin of the Stormwater Utility
is attached to this letter. Red -lined copies of plans and reports, with additional
comments, are being forwarded to the applicant. Please contact Donald, at 221-

10. Roger Buffington of the Water/Wastewater Department offered the following
comments:
a. Match invert to crown or above crown of sanitary sewer mains, which
connect to sanitary sewer trunk (42").
b. Red -lined copies of plans, with additional comments, are being forwarded
to the applicant.

The following comments and concerns were expressed at the Staff Review meeting on
December 16th:
Stormwater Utility
11. The Poudre River floodplain may affect this project. A study of the floodplain is
underway. The existing floodplain should be shown on the ODP. A SWMM
Model will be required with the PDP submittal.
d. Corrosive, flammable liquids, reactive, or toxic materials if used, stored, or
handled on -site must have a Hazardous Materials Impact Analysis
completed and supplied to the Current Planning Department and Poudre
Fire Authority.
e. A dead-end street cannot exceed 660' in length. The turn -around at the
end of the street must have an outside turning radius of 40' or more, and
an inside turning radius of 20'. Short fire lanes are permitted to facilitate a
second point of access when the street is greater than 660' in length. All
structures beyond the 660' limit must be fire sprinkled if a second
point of access cannot be provided.

4. Matt Baker of the Engineering Department offered the following comments:
a. Repayment is due for local street portion of timberline Road constructed
by the City with the Timberline Extension C.I.P. on the east parcel.
Contribution in aid of construction (basically, in escrow) will be required
from the development for the local street portion of the west parcel.
b. Street oversizing will participate in the Timberline construction costs to
oversize improvements from local to arterial standards.
C. Street oversizing would not participate in any future traffic signal at
Timberline/north access.

5. Eric Bracke of the Traffic Operations Department offered the following
comments:
a. He is questioning the need for a traffic signal at the Hoffman Mill Road
intersection. This is really a wait & see approach.
b. The site requires northbound right turn lanes for both access locations on
the east side of Timberline Road. This is based on mid and long range
HRP 279 warrants.
C. Joint access to Bath Nursery must be provided.
d. A red -lined copy of a Master Utility Plan, with additional comments, is
being forwarded to the applicant.

3. Ron Gonzales of the Poudre Fire Authority offered the following comments:
a. Fire apparatus access roads shall be provided for every facility, building or
portion of a building hereafter constructed or moved into or within the
jurisdiction when any portion of the facility or any portion of an exterior
wall of the first story of the building is located more than 150' from fire
apparatus access as measured by an approved route around the exterior
of the building or facility. This fire lane shall be visible by painting and
signage, and maintained unobstructed. A fire lane plan shall be submitted
for approval prior to installation. Any building not meeting this criteria
shall be fire sprinklered.
Permanent fire lane and emergency access roads are allowed only when
there is a clear public benefit, such as combined access to public facilities,
to complete access to previously approved subdivisions with fire lane
requirements or to provide a secondary point of access to existing
subdivisions with severe access problems. Any new fire lane must meet
the following general requirements in addition to the design criteria
already contained in relevant standards and policies.
ALL FIRE LANES AND EMERGENCY ACCESS ROADS MUST:
be short, straight, and flat.
be hard -surfaced.
have appropriate maintenance agreements that are
legally binding and enforceable.
All access roadways must be an all-weather driving surface capable of
supporting fire apparatus. Surfaces may be asphalt, concrete, or
compacted road base. Surface criteria may be obtained from City or
County engineering departments, respectively. The REQUIRED WIDTH is
20'.
b. Fire hydrants are required with a maximum spacing of 600' along an
approved roadway. Each hydrant must be capable of delivering 1,000
gallons of water per minute at a residual pressure of 20 psi. Hydrants shall
be of an approved type as defined by the water department and the fire
department. No commercial building can be greater than 300' from a fire
hydrant.
C. Proposed buildings exceeding 5,000 square feet in size must be fire
contained or fire sprinklered.

Dear Jenny,
Staff has reviewed your documentation for the TIMBERLAKES BUSINESS PARK,
Overall Development Plan (ODP) development proposal that was submitted to the
City on November 18, 1998, and would like to offer the following comments:
This development proposal, being an Overall Development Plan for a multi-
phase project, is identified as a Planning and Zoning Board (Type II) review
under the City's Land Use Code (LUC). This is set forth in Section 2.3.2(G) of the
LUC.
2. Representatives of the Zoning Department offered the following comments:
a. Previously, commercial/retail uses could occupy no more than 25% of the
total gross area of a development plan in the E - Employment Zoning
District. Effective 12/25/98 the following uses are limited to no more than
25% of the plan (cumulative): vet clinics, clubs, child care centers,
residential uses, standard restaurants, lodging establishments, funeral
homes, health clubs, convenience shopping centers. Some of the uses
listed on the ODP fall in these categories. Others listed, i.e. offices, will no
longer be limited to 25%. The General Notes and list of permitted uses on
the ODP may need to be changed to reflect the Code revision.
b. A shadow analysis will be required for any or all buildings over 40' in
height.
