The following responds to staff comments related to the

transportation impact study as enumerated.in Steve Olt's letter dated

a. The need for the signal was evaluated using the peak hour

signal warrant as contained in the:"Manual on Uniform Traffic

Control Devices," 1988. The forecasted volumes indicated that

a signal would be warranted at this intersection. I would

agree that the actual need for the signal should be evaluated

periodically as development occurs;
b. The TIS indicates northbound right -turn lanes at both accesses
along Timberline Road in Figures 14 and 15. These turn lanes
will provide smoother operation on'Timberline Road.
C. Access to the Bath Nursery property from Parcel A on the west
side of Timberline Road was mentioned in early comments from
Eric. Joint access, where possible, is generally considered to
be positive, in that it may remove some traffic from the
arterial street. This should be explored and, if practical,
the opportunity should be provided. This action will

necessitate agreement with the property to the south,(Bath).'

A majority of this site currently falls within the existing Poudre

once FEMA approves the LOMR submittal.

We have review staff comments (dated December 29, 1998) and have
revised our plans accordingly. The following responses correspond to the
numbered staff comments:
1. Acknowledged.
2. Zoning Department.
A. The general notes on permitted uses on the ODP has been
changed to, reflect the Code revision.
B. If any buildings are proposed to be over 40' in height a shadow
analysis will be -provided at the appropriate time within the City
review process.
