Member Colton asked if there was a way to combine service companies using the equipment. David Born, US West, explained the difference between the different systems and that the different service companies could not share equipment. He explained the number of equipment sites needed and the placement. Public Comment: Charlotte Plaut, citizen, expressed her concern with the lights instead of the equipment. Joel Painter, citizen, did not have any problems with the equipment. Dan Cameron, citizen, disagreed with the placement of the equipment and the light poles. Discussion: Member Craig wanted to look into limiting the number of telecommunications equipment placed close to each other. Member Bernth asked how many poles there were at the school. Ted Shepard stated there were 6 poles at Poudre High School. Member Carpenter thought the poles were the best place for equipment of that sort. Member Torgerson agreed with Member Carpenter. Member Gavaldon moved to approve the project as recommended. Member Torgerson seconded the motion. Member Craig wanted to encourage the citizens to go to the school board for concerns with the telecommunications equipment and lights. Member Colton felt it was just more visual clutter. The motion was approved 6-0. Planning and Zoning Board Minutes April 20, 2000 Page 3 of 13 Member Colton asked if the school district would come to the Board for advisory review of any pole to be built. Ted Shepard responded that the City had not found that to be necessary. Paul Eckman, Assistant City Attorney, reviewed and explained the City statute concerning school district structures. Member Gavaldon asked if there was a way to monitor the process of development of the telecommunications equipment. Troy Jones reminded the Board that the applicant did try to obtain a building permit, but was told that one was not needed. Member Gavaldon moved to approve the project as recommended. Member Torgerson seconded the motion. The motion was approved 6-0. Project: #58-98A Poudre High School Ballfield, Wireless Telecommunication Equipment (US West Wireless) — Project Development Plan Project Description: Request to mount wireless telecommunications equipment as a co -location on an existing ballfield light fixture on the grounds of Poudre High School. The property is zoned RL, Low Density Residential. Recommendation: Approval with Conditions Hearing Testimony, Written Comments and Other Evidence: Ted Shepard gave a presentation of the project and the location of the pole. Lisa Morian, US West Wireless, gave a presentation describing the reasoning for the placement of the telecommunications equipment. The applicant did feel that they were minimizing impacts on the neighborhood due to co -locating on an existing light pole. Member Craig asked if the applicant was aware that if the light pole came down, then the equipment would come down also. A citizen pulled item 8 and Member Gavaldon pulled items 7 and 9 for discussion. Member Gavaldon moved for approval of Consent items 1, 2, 3, 4, 5, and 6. Member Craig seconded the motion. The motion was approved 6-0.
